Job description

The Lead Data Scientist (Senior Spending Review Coordinator) role is a senior leadership position, responsible for driving the development and delivery of HMRC’s analytical, technological and data capabilities. You will play a pivotal role in shaping and delivering capability across a rapidly evolving analytical landscape. You will need a good understanding of organisational transformation, including the HMRC processes and tooling that underpin IT delivery and change demand. This role requires someone who can navigate complex environments while fostering a culture of continuous improvement and innovation.

The successful candidate will bring proven experience in leading data-driven projects and a strong grasp of the technical landscape, including modern data platforms, analytics tooling, and integration approaches. They will also demonstrate expertise in financial planning and benefits realisation, ensuring that initiatives deliver measurable value. Strong resource management skills are essential, alongside the ability to coordinate multidisciplinary teams and optimise capacity to meet demand. This role demands a balance of strategic vision and hands-on delivery experience, with the ability to communicate effectively across technical and non-technical audiences.

Person specification

  • Set the direction for the Data & Analysis Capabilities Accelerator, ensuring the adoption and integration of analytical methods, data practices, and emerging technologies across HMRC, now and in future rounds of Spending review activity.
  • Capability Building: Develop and embed in-house expertise through your teams in areas such cloud platforms and modern analytical tooling, and AI/machine learning adoption.
  • Innovation and Continuous Improvement: Champion across the organisation experimentation and the introduction of new technologies, tools, and methodologies to enhance HMRC’s analytical capability in preparation for future readiness and change.
  • Stakeholder Engagement: Collaborate with technical and non-technical stakeholders, including analysts, data scientists, engineers, IT, procurement, risk and assurance leads, business areas, Heads of professions and Practice Leads, to ensure solutions are fit for purpose and future ready.
  • Resource and Team Management: Lead and develop multi-disciplinary teams (technical, learning, delivery), fostering a culture of analytical excellence and collaboration.
  • Learning and Development: Oversee the curation, design and delivery of technical training programmes, learning pathways, and capability development for analysts and data professionals at all levels.
  • Operational Delivery: Ensure the Accelerator is effectively financed, and administered, with clear technical engagement, community inclusivity and robust operational processes.
  • Creating a culture where staff feel empowered and enabled to thrive and where the changes you lead will make a positive, long-term difference by fostering innovation and resilience to the benefit of HMRC now and in the future.

Essential Criteria

  • Experience in setting strategic leadership and vision, with the ability to see the big picture and guide analytical and technological approaches that drive departmental objectives.
  • Understand product delivery: Experience leading multidisciplinary teams to deliver analytical capabilities across HMRC with the ability to cut through complexity to obtain value and change.
  • Delivering Business Impact (stakeholders): Successful experience of stakeholder engagement and delivering organisation wide data projects with technical understanding in one of the following disciplines - Data science / analysis or engineering
  • Innovation and implementation: Proven experience in driving change initiatives for analysts in a data technology setting.
  • Developing Data Science Capability: Extensive experience of delivering learning for practitioners and non-practitioners and development interventions internally or externally working with suppliers.

Hybrid working at HMRC

HMRC is an office-based organisation, and colleagues are expected to spend 60% of their working time in the office.
