Job summary
HM Land Registry (HMLR) is seeking a Lead Infrastructure Engineer – Security to provide technical leadership across our Security Cluster. This is a highly influential role, responsible for shaping and enhancing HMLR's cyber security capabilities, ensuring our security controls, engineering practices and assessment functions remain effective in protecting the organisation's services and infrastructure.
You will work alongside senior technical leaders, architects, service managers and delivery teams to provide expert guidance, support strategic decision-making and deliver secure, resilient solutions across both on-premises and cloud technologies. This is an exciting opportunity to help define the future direction of cyber security within a large-scale digital organisation while supporting the development of technical communities and colleagues across the wider Technology and Transformation directorate.
Job description
The IT Operations Practice sits within the Transformation and Technology directorate and is responsible for the performance, stability and delivery of the technical infrastructure that underpins HM Land Registry's services. The practice brings together specialist technical teams that support, monitor and operate technical solutions across the organisation.
Within the practice is a mature Security Cluster responsible for all aspects of operational security across HMLR's platforms and systems. This includes the management of security infrastructure, identity and access controls, security monitoring, incident response and the provision of specialist support for applications and services.
As a Lead Infrastructure Engineer – Security, you will provide technical leadership across the Security Cluster, helping to shape security engineering, incident management, cyber defence and assurance activities. Working closely with existing security leaders and principal engineers, you will provide technical oversight, guide strategic improvements and support the delivery of secure solutions that align with HMLR's Technology and Business Strategies.
You will play a key role in driving technical excellence, developing capability within teams and ensuring security remains at the heart of HMLR's digital services.
Main Duties
- Act as a recognised subject matter expert for IT Security within HM Land Registry, taking accountability for the design, implementation and management of cyber security controls and assessment functions.
- Support the management and operation of security controls across HMLR's technology estate, including both on-premises and cloud-based environments.
- Lead the continual development of security controls, assessment methodologies and incident management capabilities using your cyber security expertise.
- Provide technical leadership across the IT Operations Practice, contributing to technical decision-making and supporting the successful delivery of business-as-usual activities and change initiatives.
- Work collaboratively with Lead Infrastructure Engineers, Technical Leads and other specialist teams to maintain the availability, integrity and performance of IT services.
- Make informed technical decisions to ensure infrastructure solutions align with organisational standards, strategic objectives and architectural designs.
- Work closely with key partners and suppliers to develop, test and implement technology solutions that meet business needs and support HMLR's expanding digital services.
- Take a leading role in the technical development of colleagues, supporting capability building and helping to identify the skills needed both now and in the future.
- Provide task management and technical supervision for specialist staff, setting clear objectives and supporting successful delivery.
- Build and maintain effective relationships across Technology and Transformation and other business areas to support operational requirements and service delivery.
- Act as a positive technical and behavioural role model, promoting collaboration, professionalism and inclusive ways of working.
- Design and implement appropriate security controls to mitigate threats and vulnerabilities across infrastructure, solutions and services.
- Champion modern engineering practices, industry standards and continuous improvement across teams.
- Develop and execute test plans that provide assurance when introducing infrastructure changes and enhancements.
- Support the effective management of conflict and challenge non-inclusive behaviours, helping to foster a respectful and inclusive working environment.
- Contribute to the ongoing development of the IT Operations community, encouraging knowledge sharing, collaboration and continuous learning.
Additional Requirement
- This role may involve occasional travel to HM Land Registry offices, partner organisations and supplier locations, which may include overnight stays.
- The role may require occasional planned out-of-hours working to support IT changes, maintenance activities and service improvements.
- Participation in an on-call rota may be required.
- This role will be subject to Security Clearance and may require additional background checks before appointment.

To be successful in this role, you will be required to demonstrate the following criteria throughout the recruitment process.
Essential Technical Skills and Qualifications:
- Holds a qualification in Information Technology or a related area (Degree level or equivalent) or significant experience in an IT field
Evidenced skills in:
- Advanced skills in the management of at least three of a range of security technologies such as: - PAM, ADFS, Firewalls, CAP, Entra, SIEM, EDR-XDR, CTEM, DAST, WAF/DDoS, Entra ID, IPS/IDS, PKI, SASE, Security Assurance frameworks, incident response, cryptographic systems.
- Advanced skills in the assessment of security controls and posture and prioritisation of control changes.
- Advanced Skills in designing and managing systems controls and security systems engineering.
Desirable Technical Skills and Qualifications:
- ITIL Foundation Certificate
Essential Experience:
- Planning and leading significant infrastructure change.
- Technical leadership in an enterprise environment including operation of service.
- Visualise, articulate and solve complex problems and make disciplined decisions based on available information.
- Strong communication skills, building good relationships, and explaining technical issues to non-technical stakeholders
