Job summary

The Chief Operating Officer Group works closely with the HO’s policy and operational commands to enable us together to deliver the department’s priorities. The directorate is comprised of different teams and professional functions including Commercial, Finance, People, Portfolio and Project Delivery, Security, Estates and Information and Digital, Data and Technology.

We provide professional finance advice and challenge which ensures that the HO delivers value for money to the taxpayer and protects the Accounting Officers in their responsibilities for regularity, propriety, value for money and feasibility on all spending decisions. Accounting Operations Unit (AOU) sits at the heart of HO finance and the Balance sheet and In-Country Visa Income, and Non-Current Assets (NCA) teams are integral parts of it. AOU are responsible for a number of key functions including Corporate Reporting, HMT Reporting, Management Accounting and Financial Reporting and are currently expanding in size and scope. This is an exciting time to join AOU due to the spans of the roles, fast-changing environment and delivering on Ministerial priorities. Job description

Lead Non-Current Assets Business Partner

The HO’s non-current assets have a net book value of around £3.5 billion and the NCA team is responsible for ensuring correct accounting for all stages of the NCA lifecycle, including additions, revaluation, depreciation and amortization, reclassification, impairment, and disposal.

We are in the process of establishing a new NCA Centre of Excellence function which is a great opportunity for the successful candidate to be a part of. The NCA business partner role will; work extensively and provide advice to finance and non-finance stakeholders across the department, set the strategy for their respective areas, be a technical expert, and be responsible for capital expenditure decision-making and the NCA lifecycle throughout the year.

It includes leading a small team of staff and is responsible for designing and implementing strategies and processes which support correct and robust accounting. The postholder will also be accountable for ensuring that the balance on the capital expenditure holding account is reduced and maintained at acceptable levels.

The role has responsibility for interim and year-end activity and supplying evidence to auditors so that audits are delivered successfully and on time. Alongside this, the role is responsible for reviewing and finding resolutions to NAO management letter points.

Balance Sheet and In-Country Visa Income Manager

The balance sheet management team is responsible for ensuring that all balances within the HO are up-to-date and reconciled to independent, evidenced data. The in-country visa income team is responsible for reconciling cash received in respect of visa applications to verifiable application data, to ensure that funds are accounted for correctly. This role leads on all aspects of maintaining the health of the HO’s balance sheet.

The primary responsibility for the postholder regarding balance sheet management involves leading a small team, and working with our shared service provider, to monitor and maintain a programme of reconciliations between balance sheet accounts and independent, verifiable data. The postholder will oversee close working with wider finance colleagues across the business (in particular, management accountants) to improve data quality and to investigate any discrepancies and will lead on establishing accounting treatments for write-offs of aged balance sheet items and investigating any queries as they arise.

In respect of the in-country visa income element of the role, the postholder will lead another small team to maintain good quality reconciliations between cash at bank and visa applications as well as looking to improve data quality by working with the relevant stakeholders.

Working Pattern

This role is available on a full-time basis with the option of compressed hours working.

  • Occasional travel may be required to attend meetings.

Key Responsibilities

  • Set the strategy and vision, advise, and partner with key stakeholders within and outside of Finance.
  • Lead and coach others to maintain an accurate and complete reconciliation between the general ledger and the listings of supporting information.
  • Maintain and improve data quality to deliver an easy-to-understand and accurate set of information to support the numbers in the Statement of Financial Position.
  • Lead on engagement with the annual interim and external audits in respect of reported numbers in the Statement of Financial Position, including developing a system to produce sufficient audit evidence.
  • Coach and develop the teams to continually improve, and to drive and adapt to changes, enhancing their professionalism to establish the teams as subject matter experts.

For Lead Non-Current Assets Business Partner rolein addition to the above

  • Be the technical expert on non-current assets, working with stakeholders across finance and wider teams to support complete and accurate accounting of non-current assets.
  • Lead on developing a process to non-current assets additions to make the additions process as efficient as possible.

For Balance Sheet and In-Country Visa Income Manager rolein addition to the above

  • Work closely with finance and policy colleagues to maintain and improve the process of reconciling cash received to visa application data.
  • Manage the in-country visa income team to maintain quality of work while simultaneously driving improvements.
  • Support audit liaison and technical accounting queries with the Home Office’s arm’s length bodies and support wider technical expertise across the Home Office group.

Person specification

Essential criteria

  • Strong track record of changing and improving processes and delivering successful services to customers.
  • Ability to manage and lead a team to deliver high quality work to challenging timescales.
  • Evidence of building and maintaining relationships to aid working collaboratively in multi-stakeholder environments.
  • Excellent interpersonal and communication skills which are tailored to the recipient.
  • Experience of managing, maintaining and reporting complex financial data.

Qualification

Consultative Committee of Accountancy Bodies (CCAB) (or equivalent) qualification or studying towards a CCAB (or equivalent) qualification’.

Desirable criteria

  • Excellent Excel skills and a strong rounded knowledge of IT and accounting packages.
  • Experience of working with and advising on International Financial Reporting Standards (IFRS).
