We are seeking an exceptional Lead Officer – Place Environment to lead the frontline environmental services that residents see and experience every day.
About the Role
This is a high-profile leadership role responsible for the delivery of:
- Grounds maintenance and estate management.
- Parks and open spaces.
- Local nature reserves.
- Street cleansing.
- Arboriculture services.
- Gully cleansing operations.
In this role, you will:
- Provide strong operational leadership across a diverse range of environmental services.
- Ensure services are safe, efficient, customer-focused and deliver value for money.
- Lead, motivate and develop multidisciplinary teams.
- Drive service improvement, innovation and performance.
- Manage budgets, resources and operational risk.
- Maintain high standards of health and safety, environmental management and service delivery.
- Build effective relationships with residents, elected members, businesses and partner organisations.
- Lead the development and implementation of service plans, policies and operational strategies.
- Ensure robust governance, compliance and assurance arrangements are in place.
- Support emergency response and standby arrangements when required.
What We Are Looking For
Essential Qualifications
- Degree level qualification or equivalent relevant experience.
- Management qualification or significant management experience.
- NEBOSH General Certificate holder, or willingness to achieve this qualification.
- Commitment to continuous professional development.
Essential Experience
- Significant experience leading frontline environmental services, ideally within local government.
- Strong operational knowledge of grounds maintenance, arboriculture, cleansing services, parks, open spaces and local nature reserves.
- Experience managing multidisciplinary teams, budgets, procurement, contracts and resources.
- Proven track record of delivering service improvement, organisational change and performance management.
- Sound understanding of health and safety legislation, CDM regulations, environmental legislation and operational compliance requirements.
- Experience of governance, assurance, risk management, service planning and policy implementation.
- Strong people management, customer service and stakeholder engagement skills.
- Excellent written and verbal communication skills, including the preparation of reports, briefing notes and presentations.
- Ability to use data and IT systems to support decision-making and continuous improvement.
- Flexible approach to working arrangements, including emergency response and standby responsibilities.
- Ability to travel throughout North Lincolnshire in a timely manner.
- Positive, pragmatic and forward-thinking approach, with the ability to inspire others and deliver visible improvements for residents and communities.
