Information about the Command
Digital, Data & Technology (DDaT), supports NCA operational commands with how we exploit data and to ensure the NCA uses the best technology platforms with the right tools and applications to further enable the NCA to protecting the public from serious and organised crime. We are responsible for defining and delivering our data and technology strategy, policy and architecture, and building and sustaining resilient services which are critical to our mission success.

Information about the Business Area
Enterprise Services is responsible for the provision of the IT Enterprise Services, which enables the NCA and its partners to achieve their operational outcomes and mission effectiveness across the Serious and Organised Crime (SOC) system by providing a 24 hour operation, working 7 days a week, across 365 days of the year. Enterprise Services works with suppliers to ensure NCA services are reliable and affordable, along with leading the migration of new services going live to users across the estate. Enterprise Services also drives the Supply Chain, enabling the NCA to be an agile and responsive organisation, to ensure the sustainability of our future technology estate.

Join the Digital, Data and Technology Service Performance team, leading major technology contracts that support essential services across the Agency. You will drive strong supplier performance, improve value, manage risk and guide a skilled team to ensure our digital services meet organisational needs.Role Description The DDaT Service Performance team operate nationally over a number of sites, and work closely as a relatively small but very influential unit. As Senior Operational Contract Manager you will lead the end to end management of high-value, complex IT contracts, ensuring maximum performance against Digital and Technology contracts by the supply chain, as well as delivering effective compliance and increased value in terms of contract performance.Leadership activity will range from involvement in assessing and managing the input of technology requirements for new large scale procurements and change programmes, through to performance management for key IT contracts and reporting on performance target progress to Board level, as well as ensuring that appropriate planning and governance is in place to manage contracts for the priority IT services for the Agency.This role aligns with the Lead Operational Contract Manager within Government Commercial Function (GCF) more specifically the Contract Management Pioneer Programme - Competencies Framework. Duties and Responsibilities - Overview
Leadership and Management - Provide strong, visible, engaging and consistent leadership of the operational contract management team in line with the NCA Leadership Model. Support delivery outside own command area in line with ambitions of Agency. Foster professional development, delegating responsibilities of work to others, empowering them to deliver the task. Embed performance management practice in day to day activity of officers and for performance improvements to be identified and managed in line with NCA policy, procedure and NCA values. Ensure action is taken to address concerns of bullying, harassment and discrimination.
Supplier and Performance Management - Monitor, evaluate, and report on supplier performance against contractual obligations, SLAs and KPIs, driving improvements and addressing underperformance. Drive Strategic planning for the IT contract management portfolio and work closely in aligning to upcoming procurement requirements and driving value-add inputs from the team into Commercial pipeline planning and forecasting.
Contract Lifecycle Management - Oversee and monitor the effective delivery of contract management tasks and the application of contract management strategies across the NCA. Manage the full contract lifecycle, from procurement and drafting through to mobilisation, changes, renewal and closure.
Commercial and Financial Control - Ensure compliance with and enforce Contract Management governance and best practice. Manage contract expenditures, ensure compliance with budget constraints and identify opportunities for cost savings and value for money.
Stakeholder and Relationship Management - Build strong and trusted relationships with clients, partners and suppliers by seeking feedback, managing expectations clearly and addressing any concerns promptly. Assess stakeholder plans to ensure contract management remains effective and aligned to organisational needs.

Stakeholder Relationship Management - Managing the performance of key stakeholders and being able to work collaboratively to achieve NCA priorities and maximise the value from IT contracts. Excellent stakeholder management skills with demonstrable evidence in leading on the effective management of high value complex budgets and ensuring compliance with all formal governance.
Strategic thinking - Considering the bigger picture about how to best support Agency requirements and priorities being delivered over the medium-long term. looking at opportunities to do this.
Demonstrable track record in leading contract management and continuous change. - Showing how they deliver improvements to supplier performance and contract value, making the management of contracts as effective and compliant and agile as possible.
Communication and Negotiating skills - Negotiation skills in contract management are driven by strong business analysis, including gathering evidence, identifying problems, and spotting opportunities to ensure recommendations align with strategic objectives. Must clearly and confidently communicate changes to stakeholders, adapting their approach for different audiences.
Contract Pipeline Management - Being able to create a process what allows information to flow in on contract pipeline demand from across the Agency
