Learning and Development Advisor (Housing Professional Development Programme)

We are looking for an experienced and enthusiastic Learning and Development Advisor to lead the design and delivery of our Housing Professional Development Programme. This is a unique opportunity to support the council's implementation of the Housing Competence and Conduct Standards, ensuring that colleagues working across housing and landlord related services have the knowledge, skills and behaviours needed to deliver safe, compliant and resident-focused services
Working as part of our HR and Organisational Development team, you will work closely with managers, programme leads and housing professionals to identify learning needs, design competency frameworks, develop qualification pathways and commission or deliver impactful development solutions. You will be responsible for creating a modern and engaging learning offer that combines e-learning, facilitated learning, coaching, mentoring and professional qualifications to support career development and service excellence.

About you

You will be an experienced learning and development professional with a strong track record of designing, delivering and evaluating learning programmes within a complex organisation. You will be comfortable working with a wide range of stakeholders and able to translate business and regulatory requirements into practical and engaging development solutions.
You will bring:
• Experience of learning needs analysis, workforce development and programme design.
• Knowledge of learning and development methodologies and blended learning approaches.
• An understanding of the Housing Competence and Conduct Standards or other regulatory workforce development requirements. • Experience of developing competency frameworks, professional development pathways or qualification programmes.
• Strong facilitation, presentation and stakeholder management skills.
• Excellent organisational skills with the ability to manage multiple priorities and projects.
• A commitment to equality, diversity and inclusion and a passion for helping people develop and succeed.
