Job description
What you’ll do as our Learning & Talent Lead:
- Work directly with Directors, senior leaders, and Heads of Profession, providing expert advice, coaching and challenge on how learning and talent initiatives can enable strategic objectives and build organisational capability.
- Partner closely with Strategic People Partners and subject experts to understand business needs and design tailored, high‑quality learning solutions that are consistent with our organisational strategy.
- Use people data, employee insight and performance information to identify learning priorities and shape our core learning offer.
- Design and facilitate blended learning activities (virtual, hybrid and in‑person) that support professional skills, team development and organisational change.
- Lead the Big Welcome (induction), ensuring new colleagues have an engaging and inclusive start.
- Evaluate the impact of learning programmes, using feedback and evidence to drive continuous improvement.
- Maintain effective communication and engagement with stakeholders, preparing clear updates and presenting at leadership meetings and boards.
- Collaborate with other learning specialists to deliver the organisation‑wide learning needs analysis and produce an annual corporate learning plan.
- Provide expert input into large‑scale change and transformation programmes from a learning and talent perspective.
- Support leaders to make informed, value‑for‑money decisions on external training and professional development spend.

Where will you be working?
You will be aligned to our Cardiff office, where you will be expected to attend on a regular basis. We are currently using a hybrid approach to the way we work which provides opportunities for you to be adaptable in the way you work so that you can achieve a healthy balance between your work and home life. The degree of choice you have will depend on your role and your day-to-day work activities. Your manager will agree regular patterns of attendance with you, however you may be required to make yourself available to attend the office more frequently when required to meet business needs.

What will the process look like?
1. Application
We are assessing applications against the Success Profile: Experience and Technical Skills.
In your application form we’d like you to:
- Tell us about your employment history, including any key responsibilities and achievements.
- Tell us in no more than 250 words about your Chartered Institute of Personnel and Development (CIPD) Level 5 qualification or tell us about your equivalent experience and your willingness to work towards this qualification if successful for the role (Technical).
- Write a personal statement of 1250 words where you demonstrate how you meet the skills required for this role, providing examples to evidence your experience and level of skill. In your personal statement we are looking for evidence of the following:
- Previous experience of working in a Learning & Talent (Learning and Development), teaching or similar sector/environment.
- Able to translate organisational needs into practical learning solutions for learning.
- Comfortable balancing strategic thinking with hands on delivery.
- Strong facilitation skills.
- Ability to use data to inform decisions.

2. Sift
Once the advert has closed we will sift applications - this involves reading through them all, please bear with us as this can take some time. We will be sifting looking through your employment history, personal statement and 250 word statement for evidence of the essential criteria.
We may raise the score required if we receive a high number of applications. We may also choose to take through the highest performing candidates to the next stage. If, after the final stage is completed and roles are unfilled, we will proceed to invite lower scoring candidates to interview.
Also, if we receive a high volume of applications, we may carry out a pre-sift and will look at your 250 word (Technical) statement looking for evidence of: Chartered Institute of Personnel and Development (CIPD) Level 5 or your equivalent experience and your willingness to work towards this qualification if successful for the role. Those applications which are successful at pre-sift stage will then progress to the main sift, where we'll read and score the rest of your application.
3. Interview
Successful candidates from the sift stage will be invited to attend a virtual interview, which will conducted using Microsoft Teams.
Companies House uses a blended interview technique, allowing us to find out more about you. At interview we will be assessing Success Profiles: Behaviours, Strengths and Experience.
At interview, we will be asking questions relating to the following:
- Behaviours: Seeing the Big Picture, Working Together, Developing Self and Others.
- Strengths: Not shared in advance, as we are keen to see your first, natural response.
There will also be a task as part of the interview process. Further information will be provided to candidates selected for interview. This will be a presentation which will assess:
- Behaviour: Delivering at Pace
- Experience: Confident communicating and working with senior stakeholders about learning delivery needs.
The lead criteria to distinguish between tied candidates will be the Behaviour: Delivering at Pace.
4. Offer
Once all interviews have been completed, you will be notified of the outcome. Offers will be made in strict merit order.
A reserve list may be held for up to 12 months from which further appointments may be made for the same or similar roles (of the same or lower grade). Subject to business need, if a suitable position opens during this time we may reach out to individuals in merit order.
