Job summary

The Qatar Air Programmes Office is a team within the Director Capabilities and Programmes organisation consisting of RAF personnel civil servants, contractors and secondees located within the Ministry of Defence London Main Building, RAF Coningsby and RAF Leeming. The QAPO exists to support the successful delivery of support to the Qatari Emiri Air Force (QEAF) across the current Typhoon support service, Joint Typhoon Sqn (12 Sqn) and Joint Hawk Training Sqn (11 Sqn. The team manages the delivery of support as laid out in the Typhoon and Hawk Implementing Agreements that sit under the Memorandum of Understanding between the UK Government and Government of the State of Qatar covering co-operation on Air Capability and related services.

The Qatar Typhoon Programme is a strategically important programme which generates in excess of £6.0Bn income for the United Kingdom. The Programme is delivering: 24 Typhoon aircraft to the State of Qatar through a Government of Qatar contract with BAE Systems; suitable weapons through a Government of Qatar contract with MBDA; and under a Government of Qatar Memorandum of Understanding with the UK Government, aircrew training and the deployment of a Joint Royal Air Force/Qatar Emiri Air Force Typhoon Squadron.

The programme is managed by the Programme Office based in MoD in London.

The development and ongoing maintenance of the UK/Qatar strategic relationship is critical to the current Typhoon and Hawk Programmes and future export campaign activities. RAF engagement sits within the higher-level strategic relationship and requires constant effort.

Job description

POST HOLDER’S TASKS AND RESPONSIBILITIES

Primary Purpose of the Role

The Liaison Support Officer provides welfare, administrative, and integration support to QEAF personnel assigned to 11 Squadron in the UK, enabling positive international partnership, operational readiness, and programme delivery.

Key Responsibilities

1. Welfare & Station Support

  • Provide comprehensive welfare support to all 11 Sqn QEAF personnel during their UK assignment.
  • Coordinate accommodation, station access, UK banking arrangements, bill/fine payments, and general administrative needs.
  • Arrange medical and dental appointments.

2. Family & Community Support

  • Deliver visible, personal welfare engagement through drop‑ins and regular meetings.
  • Signpost QEAF families to relevant support services (Community Support, HIVE, Medical/Dental).
  • Provide information on local schools, community spaces, and attractions.

3. Administrative & Programme Support

  • Produce weekly updates for the Line Manager, including priorities and emergent issues.
  • Maintain databases, administrative trackers, and SharePoint records.
  • Keep UK RAF colleagues, contractors, and LM teams informed of QEAF-related matters.

4. Personnel Support for Sensitive Issues

  • Assist in collecting and coordinating information for QEAF personnel with medical or welfare concerns.
  • Work with medical staff, OC 11 Squadron, Dep OC 11 Squadron, and other stakeholders to manage cases.

5. Accommodation Management

  • Act as the liaison for QEAF personnel regarding SFA/SLA allocation and maintenance.
  • Engage with external agencies including Vivo Pinnacle, Amey, and Aramark.

6. Visa & Departure Administration

  • Assist with Visa (BRP) extensions and ensure departure forms and pre-departure actions are completed.

7. Integration & Liaison Activity

  • Identify emerging issues affecting RAF and QEAF integration.
  • Support QAPO Liaison Lead and Flt Lt in decision-making during absence or surge periods.

8. Hawk Programme Support

  • Support Hawk project teams to ensure activity is delivered to schedule and cost.
  • Assist with QEAF VIP visits and ad-hoc tasking.

9. Additional Duties

  • Undertake tasks appropriate to the grade and evolving needs of the Hawk & Liaison Team.
  • Apply initiative, flexibility, and sound judgement in a dynamic, multinational environment.

Where business needs allow, some roles may be suitable for a combination of office and working from home as part of a non-contractual hybrid working arrangement. All office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to site capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD workplace, will also count towards this level of office attendance.
