Job summary

The SOC System Tasking (SST) project was commissioned by the Home Office in late 2018. The mandate for the project derives from the National Security Capability Review ‘whole system approach’ ambition, subsequently, re-stated by the Home Office SOC Strategy. The aim of the project is to establish a single, whole-system approach to fighting SOC, which will be done through aligning collective efforts at all levels to develop a single prioritised view of demand, task the highest-priority responses accordingly, and co-ordinate equal access to capabilities so that SOC LE best respond collectively to the increasing volume and complexity of SOC. To date, SST has delivered a Prioritisation Mechanism (P-Mech) and the Federated Tasking Team (FTT).

The P-Mech gives SOC LE a view of all demand across the system, for the first time. It works by all SOC operational activity being assessed through a single prioritisation mechanism, using a consistent methodology (MoRiLE), sitting on a single IT system (APMIS). This assessed demand creates the SOC Master list, which details the highest (P1) through to the lowest (P4) operational risk. The SOC Master list allows the high-end of high-harm to be managed effectively and collaboratively across the system, and provides national and regional tasking leads with objective assessments of threat, risk and harm on which to base tasking decisions. To enable and facilitate the more effective use of capabilities and the management of risk at the right level SST has implemented the FTT.

The FTT is the executive body at the centre of the SOC tasking network and has the responsibility for coordinating partner access to capabilities. It also provides a single view and analysis of prioritised SOC demand. The FTT is formed of staff from across the system with NPCC the most significant contributor to the FTT in terms of resource, reflecting the balance of operational activity across the system. FTT managers are therefore responsible for managing a multi-agency team delivering high quality information products to the UK LE network.


Job description

You will manage a highly motivated multi agency team of analysts taking the national lead for standards, development, quality assurance, analysis and production of informative products relating to the Agency and Partner Management Information System (APMIS) SOC Master List. The post involves day to day contact with NCA, ROCUs and Forces and also other national agencies and is the pivotal focus for cross agency interaction and consistency of approach.

The FTT manager responsible for the SOC Master List is also a key individual in designing and implementing new and innovative upgrades to APMIS/SOC Master List in order to ensure a continual improvement in the system and the information and products it provides. This requires the successful individual to be highly motivated, imaginative and have a knowledge of how UK LE partners work at all levels of the SOC system.

Duties & Responsibilities - Overview

  • Managing a team of analysts - The Enabling Services business area of the Federated Tasking Team oversees the quality assurance and analysis of SOC Master List data under the management and direction of the Senior Manager.
  • Developing FTT staff - The FTT staff require mentoring and developing to ensure the team works at a consistent high level in producing analytical products.
  • Developing APMIS and SOC Master List functionality - The role involves active participation in the group responsible for ongoing enhancements and developments of the SOC Master List IT functionality and management of the roll out of new enhancements across UK law enforcement partners.
  • Cross system engagement - The role requires regular engagement with partners and stakeholders across UK law enforcement to achieve consistency of use/standards for SOC Master List entries and discussions on the utility of data and new and emerging analytical products.

  • Skills, Knowledge & Experience: Description
  • IT Skills - Ability to confidently work with APMIS SOC Master List as well as learn other applications and programmes as required.
  • Data Analysis - Ability to extract analyse and interpret data/information including the management of nationally (NIAT) trained analysts producing products to national standards.
  • Customer Service - Understands who the customer is, what they want and need and effectively delivers against those requirements, exceeding expectations where possible.
  • Organised - Able to plan carefully, allocate and manage workloads across the team and work effectively.
  • Problem Solving - Using logic and imagination and NIAT training (National Intelligence Analysis Training) standards to make sense of a situation and find an intelligent solution.

New entrants to the NCA receive 26 days annual leave, rising to 31 on completion of 5 years continuous service, plus 8 bank holidays.

If qualifying criteria is met new joiners from UK Police Forces or the UK Intelligence Community (UKIC) will have service with those employers taken into account for continuous service purposes for annual leave entitlement only, this will be up to a maximum of 31 days leave (including 1 privilege day).
