Parliament is transforming how it plans, prioritises and delivers investment in its estate. As part of this, it is creating a new Parliamentary Estate Sponsor (PES) function, alongside a new Programme Delivery Team. As the first Managing Director for PES, reporting to the Director General, the successful candidate will establish the function and build confidence in the value it brings.

This is a role built on partnership. The MD of PES will work with Members, Boards, Committees and colleagues across both Houses to understand what Parliament needs and turn it into clear, agreed priorities. Together, they will define what gets done across a large and varied portfolio, then make sure that work is commissioned, governed and assured well, from start to finish.

Job description

The new MD will chair key estate governance forums, give assurance to the Commons Executive Board and Lords Management Board, and sponsor estate-wide standards and compliance. They will also lead a multidisciplinary team through a period of real change, building an inclusive and collaborative culture.

Person specification

We’re looking for a senior leader from estates, infrastructure, property or major capital portfolios who has worked as a trusted client or sponsor. You’ll know how to work with stakeholders to shape requirements and priorities, influence senior decision-makers and build consensus across organisational boundaries. You’ll bring experience of portfolio governance, prioritisation and assurance for large, complex budgets, and of owning standards and compliance across a large estate. Just as important, you’ll build strong networks and constructive cultures, lead people through change, and show sound judgement, political awareness and resilience.
