Job summary
His Majesty’s Naval Base Clyde (HMNB Clyde) is home to the United Kingdom’s Strategic Nuclear Deterrent, Astute Class Attack Submarines, First Mine Counter Measure Squadron and 43 Cdo Royal Marines. It is an operational support and maintenance base, within the Navy Command TLB and comprises both Faslane and Coulport sites. HMNB Clyde’s primary purpose is to provide engineering and logistical support to the Royal Navy in maintaining Continuous at Sea Deterrent (CASD). This is achieved by ensuring at least one Vanguard Class submarine is on patrol at sea every day of the year.
RNAD Coulport is responsible for the storage, processing, maintenance and issue of the Trident Weapon System and the ammunitioning of all submarine-embarked tactical weapons.

Job description
The purpose of the department of the Captain of the Base (COB)/Captain HMS NEPTUNE (also referred to as the Executive Department or executive function) is the provision of services and facilities for all Service Personnel at HMNB Clyde, including accommodation, catering, medical/dental, sports and recreation, discipline, welfare and personnel administration support. It also includes support to the wider Naval community based in and around the vicinity of HMNB Clyde, including responsibility for Service families (and their accommodation, welfare and supporting infrastructure) and is the lead department for local community engagement.
The BSBM (Base Support Business Manager) provides business and administrative support and direction to Captain of the Base (CoB), facilitating the conduct of routine business and reporting processes, departmental personnel management, Information Management maintenance and administration, either through directly actioning or in a co-ordination role. This is carried out with the support of the Department Support Manager.
In addition, BSBM has responsibility for the MT/MHE Technical Authority within NBC area of responsibility to ensure all transport issues under the White/Yellow Fleet Contracts comply with the Standard Operating Procedures, JSP800 & Departmental regulations, ensuring that all resources are utilised properly, effectively and efficiently, working directly with Navy Command CMT, the Service Provider and the end users. This is done via Line Management of the Neptune White Fleet (WF) Manager who leads the Service Management for the MT element of the FMSP contract.
They are also responsible for the production and maintenance of the COB Business Continuity (BC) Plan, along with maintenance and production of COB Risk Register through Line Management of the COB Risk and BC Manager.

Some of the key responsibilities of the role include;
- Collation and preparation of reports, returns and actions in support of Clyde Business Management rhythm as defined by NBC Governance process.
- Collation of inputs to NC/DSM reporting mechanisms as required and via appropriate performance reporting systems.
- Focal point for Information Management within the departments.
- Monitoring, management and maintenance of the Directorates' contribution to the Clyde Business Management System (BMS).
- Focal point for civilian staff resource management and HR issues in support of outputs, giving direction and advice where necessary, including post mapping, recruitment, TU consultation, organisational change, programme/nuclear baseline, performance management, MyHR and Mandatory Training.
- Focal point for the oversight, review and reporting of the Directorates In-Year budget performance, and management of ABC Round preparation and input.
- Coordination of inputs to the HMNB Clyde Business Plan.
- Act as focal point and lead for the Management of Change Process and COB positions in relation to the Clyde Baseline.
- Act as Dept representative and focal point as required, including such forums as the Business Managers Forum and stakeholder / working groups relating to business focused outputs.
- The post holder will coordinate agreements to COB related CSA's / SLA's/MOU’s as necessary.
- Input of Requests for Contract Action (RCA) submissions to CP&F Commercial systems for CoB as required.
- Quality check and endorsement of RCA submissions, as Licensed GQA Practitioner, for CoB.
- In addition the post holder will undertake other reasonable tasks identified by Line Management.
Essential:
A full UK Driving Licence is required due to the requirement to travel to remote locations which are not readily accessible via public transport.
