As the authority for the Royal Navy’s nuclear submarine capability, the Submarine Directorate oversees one of the most complex and critical elements of UK defence. Covering everything from in‑service management to long‑term fleet modernisation, the directorate ensures the Submarine Flotilla remains safe, reliable, and ready to meet national security requirements.

Clyde Transformation Programme is a Navy Command programme delivering critical infrastructure at His Majesty’s Naval Base Clyde to support the Royal Navy’s current and future submarine fleet. The programme includes new-build facilities, refurbishment of existing assets, and delivery of a resilient out-of-water engineering capability.

You’ll be based at either HNBC Clyde, HMS Caledonia or Kentigern House. This role may require occasional travel to other sites to support programme delivery, stakeholder engagement, and key activities across the wider organisation.

Job description

Are you an experienced security professional with a strong understanding of protecting information within complex programmes? We are seeking a Project Security Officer to lead on the coordination and delivery of robust security measures, ensuring compliance with policy and safeguarding programme integrity. In this role, you will work closely with project teams, senior stakeholders, and external partners to identify and mitigate security risks, support secure programme planning, and manage the controlled handling of information. You will play a key part in maintaining security standards, enabling successful delivery while ensuring accountability and adherence to statutory requirements.

CTP requires a dedicated security team to manage sensitive and classified information and maintain accountability under the Official Secrets Act for all programmes. The team will ensure that security standards are adhered to through engagement with each programme team and stakeholders to mitigate the risk of any security breaches, support programme planning and provide comprehensive guidance for document creation and control.

You’ll support the security of projects and programmes by drafting and updating key documents such as Security Aspects Letters and grading guidance. You’ll work closely with project teams, security leads and external suppliers to ensure the right controls are in place, identifying risks early and putting clear, effective mitigations in place. You’ll provide practical advice on security considerations within acquisition decisions and contribute to approval submissions. You’ll also coordinate security activity across the lifecycle of a project, manage the safe release of information to external partners and maintain strong working relationships with security stakeholders across defence.

On infrastructure projects, you’ll help identify security requirements, develop security inputs for approvals, and work with delivery partners to manage how information is shared. You’ll support decisions on physical security measures and oversee installation to confirm it meets required standards and delivers the intended level of protection.

What you will be doing:

• Lead the identification and management of security risks across projects, ensuring effective and proportionate controls are put in place.
• Work closely with project teams, security specialists and external partners to embed security requirements throughout the project lifecycle.
• Develop and maintain key security documentation and provide clear, practical input into approvals and decision-making.
• Manage the secure handling and release of information, ensuring it is appropriate and compliant.
• Support infrastructure projects by defining security requirements, advising on physical security measures, and ensuring solutions are installed and delivered to the required standard.

We value flexible ways of working. This role requires regular onsite attendance (around 60% of the working week) to benefit from face-to-face collaboration, while offering flexibility of hours to support work life balance and business needs. During the initial period, you may be asked to attend more frequently to get familiar with the site, team, and responsibilities
