The Develop Directorate is a high profile, exciting and fast paced area that is responsible for delivering an adaptable military capability and creating a first-class project control and management functions across a diverse and complex military capability portfolio to support our operational commitments. It leads the development of the Royal Navy’s future warfighting capability and acts as the platform to deliver a modern, global and ready Royal Navy. It acts as the thought leaders for the Royal Navy (RN), leading the development of the RN’s future warfighting capability and acting as the Design Authority for RN capabilities of the future to achieve the optimum mix of present and future warfighting technologies for a modern, global and ready RN.

DCTO is the RN's innovation, autonomy and lethality accelerator, defined by its problem and partnership led approach, a natural thought leader in innovation across Defence and best in class for accelerating solutions into service.

DCTO is responsible for taking project concepts, development and support to experiment delivery and exploitation and where deemed necessary, transfer to an appropriate authority to bring into service.

Rapid procurement and experimentation with range of equipment supports this goal in informing wider procurement and ability to test and experiment with innovative technology throughout the fleet utilising process and pathways created or facilitated by DCTO.

This endeavour has led to the acquisition of a group of testbed platforms ranging from uncrewed small boats, through to a 42m trials ship, XV PATRICK BLACKETT. This trials ship will enable payload experimentation, including with NAVYPOD concepts and will increasingly act as a testbed for autonomous and remote-controlled capabilities.

This position is advertised at 37 hours per week.

Job description

DCTO’s Naval Architect / Marine Engineer leads key engineering projects for the DCTO flotilla throughout their lifecycle. They will do this by combining their existing engineering experience and utilising the knowledge of the DCTO stakeholder ecosystem including the ship support contractor, the Design Authority (Damen/L3/BAE), the Defence Maritime Regulator and Naval Authority Technical Group.

They will plan complex vessel engineering projects and monitor their progress; provide assurance that the project is under control and, where necessary, input into evidence-based recommendations for certification and regulatory approvals in consultation with stakeholders.

Interwoven in all the responsibilities is for the role holder to maintain an inquisitive mind and passion for innovation to push DCTO’s project delivery to its best.

Person specification

Responsibilities

  • Lead key vessel engineering projects throughout their lifecycle. They will do this by combining their existing engineering experience and utilising the knowledge of the DCTO stakeholder ecosystem, the capability sponsors within the Develop Directorate, DE&S, and Industry.
  • Plan complex vessel engineering projects and monitor their progress; provide assurance that the project is under control and, where necessary, input into evidence-based recommendations for recovery plans in consultation with stakeholders.
  • Make technical recommendations to the DCTO Platform Authority (PA) and / or Platform Authority Professional Officer (PAPO) for engineering solution, hazards and risks affecting safety and environmental impacts.
  • Leading the work to maintain the safety and environmental case for the DCTO flotilla through the Platform and Environmental Safety Committee on under the Chairmanship of the Platform Authority.
  • Using technical expertise advise into and peer-review business cases being managed in the Projects Team, providing evidence and assurance to meet the approval strategy if applicable, and collating evidence and input from own experience to gain approvals for funding.
  • Ensure that the engineering records are maintained for the DCTO flotilla in relation to configuration control, maintenance, technical training and risk, hazard and environmental management, in conjunction with the stakeholder community.
  • When required to provide a surge capacity in support of Agile methodologies, in order to accelerate a Develop priority.

Experience:

  • Attention to detail and ability to critically evaluate information gathered across multiple sources, recommending improvements as necessary.
  • Evidence of strong stakeholder engagement skills with a proven track record of engaging and managing multiple stakeholders, tailoring messages appropriately, influencing others and gaining their agreement and cooperation.
  • Experience in vessel engineering and marine support management, as you will be acting as a key interface with project managers, regulators and Class Society when issues arise.

Technical:

  • Degree Qualified in Naval Architecture, Marine Engineering or a closely related discipline
  • Professionally experienced in naval architecture or marine engineering, with a working knowledge of one or more of the following: autonomous systems, defence, Class Societies
  • Awareness of delivery of projects in a maritime, defence or other relevant environment.
  • Competent in using MS Office tools; Microsoft Excel, PowerPoint, Word, SharePoint.
