
Navy Command – DUTY NAVAL BASE OFFICER (DNBO)
Job summary
The DNBO is a Civil Servant HEO acting in a military support function and forms part of a 1 in 5 roster maintaining 24/7 cover. The Primary purpose of the DNBO is to provide an emergency response (Nuclear and non-Nuclear) and assume initial command & control of any non-Nuclear incident affecting the Faslane site until such times as the Duty Base Executive Officer can assume that role. In the pursuance of their duties the DNBO reports to the Duty Executive Officer (which subsumes the Duty Base Incident Commander (DBIC) role) who, in turn, reports to the Naval Base Commander Clyde or their representative (Military Command Advisor (MCA)) in their absence.Job description
The main outputs of the role are:
- To act as the initial Incident Commander responsible for the safety and security of the site and all personnel on the site for any non-Nuclear Emergency affecting Faslane. If relieved by a suitable senior Officer, act as the Assistant Incident Commander.
- In the event of a Nuclear Emergency, responsible for ensuring actions have been initiated iaw Nuclear Instructions, including alerting the Nuclear Emergency Response Organisation (NERO), Base Personnel, MoD departments and appropriate external agencies. Provides support to the Incident Commander as the emergency develops, acting as Assistant Incident Commander.
- To provide support to Loch Ewe, Barrow-in-Furness and Vulcan in the event of a Nuclear Emergency as part of the NERO.
- To act as the Officer of the Day, HMS NEPTUNE and HMNB Clyde, remaining on-site and contactable by phone/radio for the period of their duty.
- Maintain an out of working hours Port Control function on behalf of the King’s Harbour Master (Clyde), referring to the KHM Duty Harbour Controller as required.
- In case of incident or emergency affecting the UK Strategic Weapons Facility at RNAD Coulport, to coordinate support to the Coulport Incident Commander from the Faslane site.
- Maintain an overview of Base wide operations (both nuclear and non-nuclear) within the NBC Clyde’s area.
- Explosive Safety responsibilities, conduct of Explosive safety rounds of the ESH OOWH.
- Until relieved: Act as HMNB Clyde Incident Coordinator when aid to Other Government Departments or the Civil Authorities is required or requested.
- In the absence of DHNBS/SACA, deal with cases of security access referred to the DNBO by MGS or host departments and civilian contractors based at HMNB.
- Exercising delegated responsibility from the Civil Aviation Authority to permit flights by military, police or Air Ambulance aircraft through the EG-P611 Prohibited Flying Area or landing at/taking off from the Garelochhead Helicopter Landing Sites.
- Liaising with the Duty Staff at JCCC Innsworth and the Duty National Social Worker in RNFPS Welfare to ensure a correct and timely response to welfare problems arising from either Service personnel or their families.
- Co-ordinating the BXO daily “O” Group, the twice weekly MCA Briefs and weekly 1* Brief.
- Attending the Berthing and Base Integrated Planning (BABIPG) Meeting.
- Chairing the DNBO daily Evening Brief and Weekend Security, Intelligence and Manning Briefs held in the ICCC.
- Act as a member of Naval Base Committees as required by COB/BXO.
- Liaising with the Babcock Control Engineer on all Base infrastructure matters, in particular to achieve security system defect rectification.
- Overseeing the work of the Assistant Duty Naval Base Officers including the training of new personnel to the ADNBO post.
- Liaising with the Babcock 24-hour receptionist out of working hours to assist in dealing with accommodation issues, providing access authorisation as required.
- Liaison with other Service, MoD and external authorities as and when appropriate.
