Job summary

Navy Command HQ Business Services Team is part of Navy Command Headquarters (NCHQ), under the Command of COS HQ. The HQ Business Services Team is responsible for supporting all Divisions of NCHQ by the efficient administration of: Security, Postal Services, Travel and Transport, Facilities Management, I-Hub Management, Administrative Support Services including Conference Services.

The role of Head of Business Services Team is to oversee delivery of all outputs, ensuring that all support is delivered efficiently and in the most cost-effective way and to manage a large team of personnel, including annual reporting, training and development, discipline and welfare.

NCHQ Unit Security Officer is responsible to C1 Head Business Services for the effective and efficient discharge of outputs. C1 Bus Services is responsible to DACOS HQ.

You will need to attend 'in person' training course for 3/4 days.

This position is predominantly an office based role, in accordance with Navy Command Standing Order.

This position is advertised at 37 hours per week.

Job description

Maintaining a security log to record enough details about the normal activities of the system to enable a history of events to be reconstructed. This should be in conjunction with any system log that may be maintained by the System Manager. The security log should monitor and record activities (against times and dates) which could jeopardise the security of the system including:

(1) Abnormal termination of a job or system shutdown;

(2) Failure of security mechanisms;

(3) Unauthorized attempts to gain access to Protectively Marked data or use of system facilities in an unauthorized way;

(4) Suspected attacks from malicious software;

Ensuring that the security maintenance and system logs are examined and countersigned by the ESyO as required by the Security Policy Documentation.

Ensuring that all CIS equipment is registered and recorded in the unit’s Asset Register.

Maintaining a record of all personnel authorized to use any part of the system and the extent of their authorization, ensuring they have the appropriate security clearance and/or are supervised, and we are aware of the local security regulations.

Ensuring that passwords policy is enforced.

Ensuring the proper custody of protectively marked magnetic media and other installation IT documents. Spot checks should be made and recorded at irregular intervals (but at least monthly) on the presence of these media and on the accuracy of their markings.

Arranging suitable security education for all installation staff and system users.

ITSO is to complete spot-checks on all IT assets held by external units that fall under NCHQ’s remit

Ensure all information and Cyber breaches are reported to Navy WARP through a SIRF regardless of whether they are resolved at local level

Ensure the unit has a Cyber Champion to act as an ambassador through upholding of good security, hygiene and maintaining a positive security culture by providing security advice and guidance, delivering education and awareness briefs either in person or via Power Point slides

Carry out annual Cyber assurance of holdings, policy and procedures of subordinate units were applicable

Create Carriage Certificates

Ensuring that all CIS equipment is registered and recorded in the Unit's Asset Register

Maintaining a record of all personnel authorised to use any part of the system and the extent of their authorisation, ensuring they have the appropriate security clearance and/or are supervised and are aware of the local security regulations

Ensuring that password policy is enforced

Ensuring that visual checks are made on equipment for signs of tampering and that inspections are recorded in the security log

Ensuring the proper custody of Protectively Marked magnetic media and other installation IT documents; sampling checks should be made and recorded at irregular intervals (but at least monthly) on the presence of these media and on the accuracy of these markings

Reporting to the, USO, PSyA security staff, DSO, JSyCC and/or MODCERT CC where appropriate, any security loopholes, infringements and vulnerabilities that may come to light

  • Strong organisational and coordination skills, with the ability to manage multiple priorities.
  • Working knowledge of MS Excel, Word, Outlook
  • Demonstratable ability to communicate clearly (written and verbal), tailoring messages to different audiences
  • Experience of maintaining accurate records
  • Strong prioritisation and time management skills, able to handle competing demands

Where business needs allow, some roles may be suitable for a combination of office and working from home as part of a non-contractual hybrid working arrangement. All office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to site capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD workplace, will also count towards this level of office attendance. The post does not offer relocation expenses.

External recruits who join the MOD who are new to the Civil Service will be subject to a six-month probation period.
