Job summary
The Principal Security Advisor’s (PSyA)’s team situated within HM Naval Base Portsmouth is part of Navy Command Headquarters (NCHQ) function based in Whale Island, Portsmouth, the nerve centre of the Naval Service. It upholds operations around the globe and provides the ships, people, aircraft, and equipment to deliver the UK’s defence policy.
NCHQ supports all the Royal Navy’s activities, from front-line operations to personnel support and training; finance and governance; safety; equipment acquisition; programmes and planning; and Defence Engagement. Civil servants and Armed Forces personnel work together in a wealth of interesting and exciting jobs in areas ranging from finance; legal services; personnel and HR; project planning and managing contracts, to media and communications.

Job description
The incumbent is responsible for the promotion of Security Culture within Navy Command and provision of assurance advice regarding the effective and appropriate training provided to Security Professionals, along with improving the culture of security awareness across the wider NC community through continuous engagement and Security Awareness and Education. In addition, the postholder is responsible for delivering Security Risk Management policy, guidance and assurance, and leading the team maintaining the Navy Command Security Risk Balance Case Register, enabling effective analysis of strategic Security Risk Assessment. The postholder also acts as the editor for Navy Command Security Regulations (NCSRs), ensuring that interpretation of Defence Security Policy for the maritime environment is up-to-date and effective

Responsibilities:
- Raise the overall Security Culture throughout Navy Command, applying various tools and methods, working closely with the Directorate of Security and Resilience (DSR), Military Strategic Headquarters (MSHQ), Cyber Defence and Risk (CyDR), and other agencies to deliver an improvement in overall awareness of security.
- Specifically, foster continuous improvement of Security Risk Management culture throughout NC, to include improving understanding of Security Risk assessment, management processes and correct risk ownership levels, to include linkage of strategic Security Risk Management to tactical application.
- Produce, maintain and deliver the Navy Command Security Risk Management policy to NC Establishments and Ships, and ensure the 2* NC Security and Resilience Board are kept informed of current key strategic Security Risks and aggregated Security Risks.
- Produce, maintain and deliver a comprehensive interpretation of Defence Security policy for the maritime environment via NCSRs.
- Line-manage 2x HEOs.
- PoC for NC applications for NPSA Extranet.
Person specification
Experience:
Strong background in Security Management, particularly in Defence Security, to include a sound strategic awareness, good Security Risk Management and Change Management and/or behaviour modification experience. Working with multiple stakeholders and running workshops would be advantageous' Strong experience in a risk and/or culture are desirable.
Learning & Development:
The incumbent is expected to undertake Continuous Professional Development, within budgetary constraints, such as courses provided by NPSA.

Where business needs allow, some roles may be suitable for a combination of office and working from home as part of a non-contractual hybrid working arrangement. All office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to site capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD workplace, will also count towards this level of office attendance.
