Navy Digital is a Directorate within the Royal Navy focused on delivering this transformation. Navy Digital will provide the digital, data and information enablers for both maritime operations and business support functions. It will be the driving force behind digital transformation across the service and ensure that we are on the front foot in meeting head on the challenges and opportunities that the future will present.

This position is advertised at 37 hours per week.

Job description

Job Purpose – Background and Context:

The Officer in Charge (OIC) of Digital Data and Technology (DDaT) within the Maritime C5I Support Unit (MCSU) directs a department in delivering Through Life Capability Management (TLCM) to address user requirements not met by conventional Project Team deliverables or MoD Enterprise systems. The role ensures effective service delivery through ITIL and AGILE best practices.

Key Responsibilities:

ICT and Data Support:

Lead delivery of Operational CIS solutions for Operations, OPDEFs, Exercises, and shore establishments.
Ensure information superiority by producing and delivering mission-critical reference data, publications, and mapping for Maritime, Land, and Air domains.
Manage the secure portal into the MOD Cloud for digital product dissemination across Defence.
Oversee the distribution of digital data, cyber vulnerability updates, and patches to RN vessels, submarines, and aircraft.
Maintain Information Assurance, Configuration Management, and Obsolescence standards via the Navy Command Asset Register (NCAR).
Provide operational support for IT equipment through life, including technical refreshes, disposal, and legacy network support.
Conduct technical reviews, assess new requirements, and ensure compliance with CyDR accreditation and Secure by Design processes.
Deliver third-line technical support to RN platforms, resolving post-installation and legacy network issues.

Contract and Governance Management:

Act as Designated Officer for three contracts, managing delivery, performance, risks, and transitions.
Prepare business cases, write Statements of Requirement (SOR), and oversee tender evaluations.
Monitor and control expenditure to achieve financial efficiency in contracted services.

Leadership and Team Management:

Direct a team of 5 Crown Servants and 33 contracted Technical Services personnel.
Oversee delivery of mission-critical data, secure networks, and IT infrastructure support.
Drive technological and cultural change using world-class, industry-leading approaches.
Act as the point of contact for bespoke ICT operational and complex ICT services.

Business Change and Sustainment:

Manage procurement of ICT services, change requests, and operational ICT/data requirements.
Provide governance for core services, change projects, catalogue purchases, and non-standard service requests.
Support complex ICT projects, including resource allocation, requirements management, and acting as Senior Responsible Owner (SRO).

Stakeholder Engagement and Representation:

Build and maintain relationships with internal and external stakeholders.

Where business needs allow, some roles may be suitable for a combination of office and working from home as part of a non-contractual hybrid working arrangement. All office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to site capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD workplace, will also count towards this level of office attendance. External recruits who join the MOD who are new to the Civil Service will be subject to a six-month probation period.

This post may be eligible for a Digital Skills Allowance of up to £11,400 per annum. Eligibility for this allowance will be assessed at interview against the 4 core technical skills only and reviewed annually in line with departmental policy. ​
