Job summary

The NECC Command encompasses the National Economic Crime Centre (NECC), the UK Financial Intelligence Unit (UKFIU) and the Proceeds of Crime Centre (PoCC). Together, these teams work towards a unified goal of reducing and preventing the rapidly growing and increasingly complex threat that economic crime poses to UK security and the economy

The NECC is hosted by the NCA and has a multi-agency structure, staffed by a mixture of NCA officers and partners, including the private sector. We are a diverse, dynamic centre with a strong focus on developing and upskilling our staff. From targeting corrupt elites to tackling fraud, our work is high profile and focused on protecting the most vulnerable.

The UKFIU has national responsibility for receiving, analysing and disseminating intelligence submitted through the Suspicious Activity Reports (SARs) regime, to share with law enforcement agencies at home and internationally. The UKFIU sits at the heart of the regime, providing the gateway to reporters and a repository of data to inform law enforcement. The UKFIU's work with SARs plays a critical role in alerting law enforcement to potential instances of money laundering and terrorist financing.

SARs are a vital source of intelligence, not only on economic crime but on a wide range of criminal activity; they have been instrumental in identifying sex offenders, fraud victims, murder suspects, missing persons, people traffickers, fugitives and terrorist financing. SARs intelligence is instrumental to asset recovery, triggering and supporting domestic and overseas investigations relating to almost all forms of criminality.

There are a number of Operations Officer roles available across the different NECC and UKFIU operational teams.


National Economic Crime Centre (NECC)

The NECC is a multi-agency centre, established to deliver changes in the response to tackling economic crime. The NECC brings together law enforcement agencies, government departments, regulatory bodies and the private sector with a shared objective of driving down economic crime in the UK.

UK Financial Intelligence Unit (UKFIU)

UKFIU Operations teams focus primarily on the casework associated with receiving, analysing and disseminating SARs to support the development of intelligence for Law Enforcement Agencies and provide asset recovery opportunities both in the UK and Internationally. The teams triage incoming requests for a defence under Proceeds of Crimes Act (POCA) or Terrorist Act (TACT), process requests to and from overseas FIUs, conduct risk assessments, engage with reporters and Law Enforcement Agencies (LEAs), and conduct analysis and intelligence gathering for onward referral across the SOC System.

Duties and Responsibilities

Provide Business Support

Through policy development, planning, performance, service delivery and governance.

Support Projects

Undertake projects, to include assessment of requisitions and incoming goods, case notifications, quality reviews, planning activity and campaigns

Act as Single Point of Contact (SPoC)

Act as a point of contact for business and administrative queries and ensure that systems are established to monitor, audit and review processes/procedures.

Decision Making

Making decisions in an operational environment within the strict time limits set out in law.

Customer Service

Dealing with enquiries from the reporting sector and end users including all areas of law enforcement.

Stakeholder Engagement

Working with partners and stakeholders to exploit intelligence sharing opportunities and proactively identify high priority targets.

Intelligence Development

Undertake the initial identification and development of intelligence opportunities to address priority threat areas.

Maintaining Working Relations

Maintain working relations across government departments, statutory bodies, private organisations (as appropriate) and attend working groups, government committees / meetings

Stakeholder Engagement

Working with partners and stakeholders to exploit intelligence sharing opportunities and proactively identify high priority targets.

Assessment and Dissemination of Financial Intelligence

Receive, analyse and disseminate SARs to support development of intelligence and existing investigations both in the UK and overseas.

Communication and Governance

Governance, management and communications in relation to the SARs regime, and coordination with other areas of LEAs, internally and externally to the NCA.

Develop Subject Matter Expertise

In illicit finance and relevant legislation, specifically the Money Laundering Regulations and Proceeds of Crime Act, and the use of asset tracing tooling to build a comprehensive understanding of the subject matter.

Conduct Asset Tracing

Conduct asset tracing using existing and newly acquired systems and support subsequent asset tracing package disseminations to investigative teams across the agency and wider system (Illicit finance - asset tracing role only)

Legislation

An awareness of the illicit finance landscape and relevant legislation (UK and International) affecting law enforcement activity and UKFIU work, including the handling of sensitive & confidential data.

Person specification

IT Skills

Ability to confidently work with Microsoft Office as well as learn other applications and programmes as required.

Organisational Skills

Ability to work independently and as part of a team, and working to tight deadlines

Attention to Detail

Excellent attention to detail and persistence in following lines of enquiry to completion

Problem Solving

Ability to identify problems and find practical solutions quickly and efficiently.

Analysis

Assessing information, conducting analysis and presenting results is necessary to perform the role effectively

Specialist knowledge

Knowledge of Intelligence and/or Investigation techniques used in identifying assets (Illicit Finance - Asset Tracing role only)

Technical skills

New entrants to the NCA receive 26 days annual leave, rising to 31 on completion of 5 years continuous service, plus 8 bank holidays.

Strengths

Assessment OutcomeOutcomes will be communicated via the NCA recruitment portal.
If successful but no role is immediately available, you may be placed on a reserve list for 12 months.
Reserve lists can be used to fill similar role types across the Agency where the assessment criteria is considered a match by the recruitment team and the business area.
