Job summary

Defra is the Lead Government Department in England for Chemical, Biological, Radiological and Nuclear (CBRN) recovery, and responsible for the provision of remediation capability in the UK, for CBRN incidents which overwhelm local arrangements. The CBRN Recovery team is multidisciplinary, comprising Policy, Science and Operations colleagues. This role sits in the Operations team, which focuses on developing and maintaining Defra’s ability to deliver operational capabilities in the event of a CBRN incident.

Job description

The Flood, Water and CBRN Emergencies team is a fast paced and high-profile team at the heart of Defra’s contingency planning, working closely with resilience teams across government, scientists and engineers, operational leads, communications colleagues, Private Offices and Ministers.

  • We prepare for the recovery following the release of Chemical, Biological, Radiological and Nuclear (CBRN) materials into the open or built environment, and the recovery from nuclear accidents.
  • We plan for and respond to natural hazards such as flooding.
  • We lead on risk management and planning for threats to water supply and lead on incidents working closely with the water sector and other sector leads across government.
  • We also coordinate Defra’s interests in other incidents, working across the Defra Group to understand risks and provide ministers with advice, consistent and timely information during an emergency.

Person specification

The primary purpose of the role is to build, manage and co-ordinate stakeholder relationships and foster collaborative working. The jobholder will need to support and work with colleagues in CBRN Policy, Science and Operations to develop and maintain Defra’s ability to deliver operational capabilities in the event of a CBRN or major HazMat incident. Equally, the jobholder will need to work with external stakeholders, including specialist industrial providers, the emergency services and local authorities involved in CBRN response. The jobholder will also undertake financial and administrative work to support the team.

We are looking for individuals who will thrive in a high profile, fast paced environment. Your responsibilities will include:

  • Developing effective working relationships with stakeholders and delivery partners across central government, local government, international government partners and wider organisations.
  • Representing Defra at CBRN focused working groups exercises and conferences at the local, regional and national level. At the exercises, the focus is on highlighting Defra’s Lead Government Department role and purpose in recovering from CBRN incidents, and identifying and recording learning for Defra.
  • Working closely with Policy and Science CBRN Recovery colleagues, coordinating input and efforts to action lessons identified from stakeholder engagements.
  • During an incident, representing Defra at local forums including the Strategic Co-ordinating Group or the Recovery Co-ordinating Group as and when required.
  • Provide support on finance and administration across the CBRN Recovery team. This could include acting as Secretariat for an expert group, collating monthly Management Information from specialist industrial providers and leading on financial reporting.
  • Be part of a 24/7/365 on-call rota covering the full range of flood, water and CBRN emergencies and to participate in emergency operation centres if required.

Qualifications

Experience of working in operational delivery, security, resilience or emergency response functions is required.

Location

The agreed amount of time spent at a workplace for this post will reflect the requirement for Civil Servants to spend at least 60% of their working time in an organisation workplace with the option to work the remaining time flexibly from home. Working time spent at a workplace may include time spent at other organisational locations including field-based operational locations, together with supplier, customer or partner locations. This is a non-contractual agreement which is consistent with common Civil Service expectations.

Travel costs to non-contractual workplaces will be subject to departmental travel and subsistence policies. Travel costs to contractual workplaces are the responsibility of the employee.

The successful candidate is required to carry out all their duties from a UK location, and cannot do so from an overseas location at any time.

Salary

New entrants to the Civil Service are expected to start on the minimum of the pay band. The internal roles rules apply to existing Civil Servants, i.e. level transfers move on current salary or the pay range minimum, transfers on promotion move to new pay range minimum or receive 10% increase. Either case is determined by whichever is the highest.
