Job summary

We have a fantastic 6 months fixed-term opportunity for an Organisational Design Specialist sitting within the People function of the Housing Ombudsman Service and will ensure that new capabilities and business outcomes are delivered in line with strategic objectives and the organisations people and culture strategy and associated programme of work.The Organisational Design Specialist will be responsible for organisational design and implementation. They will be part of the Total Reward project and TOM/Service design project as the subject matter expert on organisational design. They bridge the gap between high-level business strategy and day-to-day workforce design and execution, balancing structural components (hierarchies, reporting lines, spans of control) with cultural elements (values, behaviours, and collaboration norms).

Job description

The Organisational Design Specialist role sits within the People function of the Housing Ombudsman Service which is responsible for delivering an effective learning and organisational development offer aligned to the organisation's vision, values and behaviours. The post holder sits within the organisational design and development area and works closely with, and is responsible to, the Senior People Manager (Change) ensuring that new capabilities and business outcomes are delivered in line with strategic objectives and the organisations people and culture strategy and associated programme of work.

The Organisational Design Specialist will be responsible for organisational design and implementation. Person specification


As well as being able to evidence the necessary qualifications and demonstrate continuous CPD, you will have the following skills and track record:

  • A People professional, with extensive experience of leading organisational design and implementation within large and complex organisations.
  • Demonstrable experience in managing complex structural, systemic, and cultural change within a matrix environment.
  • Experience in developing job architectures and pay frameworks.
  • Significant successful track record in change management, with the ability to partner with leaders at all levels.
