This is a business-focused operational delivery role, offering a fantastic opportunity to have an impact on the way we deliver Payroll services across the organisation. This role will require the successful individual to full time or 0.8 FTE as a minimum.

As Payroll Team Leader, you will be part of the HR and Payroll Operations leadership team, responsible for delivering a range of customer focused employee services across the Department of Health and Social Care. Our role is to:

Deliver an accurate and timely payroll service in a fast-paced environment, ensuring employees are paid accurately and on time every month

Work as part of a senior team to ensure compliance across payroll, pensions and benefit services

Review processes and ways of working to improve the employee experience and team efficiency.

Job description

HR Payroll Services is a fast-paced, dynamic, and demanding environment, where our team is committed to putting customers at the heart of everything we do. We collaborate with a wide range of stakeholders across the department, including employees, managers, HR teams, business areas, and third-party providers such as our payroll bureau and benefit providers.

As an experienced payroll professional, you will have experience of leading or supervising a team with a strong focus on customer service and efficient delivery.

In this role you will be responsible for the quality and timeliness of our monthly payroll cycle, working with the team to ensure the accurate processing of our permanent and temporary data, checking processes, reconciliation work and liaising with our benefit and pensions providers.

You will perform monthly payroll comparison checks to ensure pay elements and disparities are justified or addressed, ensuring the service meets the needs of the business and our customers.

You will also oversee complex cases and support the team with general queries working with the Reward Team, HR Operations and the wider department, ensuring resolution in a timely manner.

You will be responsible for the integrity of data in our systems, ensuring our processes are followed and continuously improved to ensure compliance and exemplary data management. There is a strong focus on improving the customer experience and overall efficiency.

You will also collaborate with other teams across the department in completing audit and other reporting requirements, including General Ledger reconciliations, within strict deadlines.

The key responsibilities include:

The ability to quickly develop a strong knowledge of DHSC’s HR/Payroll policies, processes and legislation to support your team to deliver a high standard of customer service.

Line management of payroll officers, developing and motivating others, managing performance and recognition.

Building a shared team ethos around customer service which strives to create a “right first time” experience for employees and managers.

Lead and participate in process improvement exercises with your team and deliver transition / change management projects in wider operations. Working with other Finance and HR teams to answer complex queries and/or resolve issues which cannot be answered using existing policies and processes.

Acting as point of escalation for all queries received by the payroll team.

Ensuring all payroll inputs and checks are complete before submitting for approval as well as ensuring that the monthly payroll schedule is adhered to across the whole team.

Attending service-management reviews with our 3rd party payroll provider and other external stakeholders.

Developing relationships with external stakeholders to manage contracts, identify opportunities and to resolve problems on behalf of customers. This will include liaising with payroll providers, other government operations teams, wider HR teams, and the Government Recruitment Service.

Reconciling payroll reports and resolve any potential errors.

Key skills and experience required for the role

Essential:

Demonstrable experience working in payroll, with strong analytical and numeracy skills

Experience of working in a service delivery environment, with a clear focus on delivering a high‑quality customer service

Strong attention to detail, with the ability to use your initiative to identify and prevent errors and resolve customer queries

Effective communication and stakeholder engagement skills

Evidence of continuous improvement, including identifying opportunities to improve processes, accuracy or service outcomes

Ability to work collaboratively with staff across a range of functions to deliver shared objectives

Desirable:

Experience of working with external or outsourced payroll service providers, including managing queries or performance

Previous line management or team leadership experience

Experience of working with ePayfact or a similar payroll system.

Your normal place of work will be your contractual primary workplace, usually either London or Leeds. Within DHSC we offer non-contractual hybrid working. The expectation at present is a minimum of 60% of your working time spent in the office, enabling in person interaction and collaboration, and enhancing team working, learning, and support.

You will be asked to express a location preference during the application process. Please be aware that this role can only be worked in the UK and not overseas and some travel may be required across the DHSC estate.

Opportunities for some working from home may be available; other flexible working options may be discussed with the hiring manager in line with individual circumstances and business need.

There are a limited number of DHSC colleagues who have existing agreed homeworking contracts resulting from Our Future Estate Programme 2023-2024. Colleagues covered by these arrangements are eligible to apply for this role whilst continuing their agreed existing home working arrangement. Occasional travel to DHSC offices or other locations may still be required according to business need. Travel and subsistence will be provided in line with the pre-agreed homeworker arrangements.

Candidates will be required to complete a Numerical reasoning test as part of the online application, this will follow immediately after the initial short application form is submitted. If you successfully pass the test, you will be invited to complete the full application. New Entrants to the Civil Service

  • Annual Leave: 25 days on entry rising by one day for each completed year of service to a maximum of 30 days and pro-rata for part-time staff
  • Privilege Leave: 1 day - for the King’s birthday
  • Hours of Work: 37 hours (net) per week for full time staff in all geographical locations, including London and pro rata for part-time staff
  • Occupational Sick Pay (OSP): one month full pay/one month half pay on entry, rising by one month for each completed year of service to a maximum of five months’ full pay and five months’ half pay
  • Mobility: Mobility clause in contracts allow staff to be mobile across the Civil Service
  • Probation: 6 month probation period
