The Post We are seeking an exceptionally organised individual to join our Parking Services team as a PCN Appeals Officer. While the post is primarily office-based, there is flexibility to work remotely for up to two days per week. Applicants should have proven experience in carefully assessing Penalty Charge Notices (PCNs) at all post-Notice to Owner stages, ensuring every case is managed in accordance with statutory requirements and the council’s established procedures. The role provides a clear pathway for salary progression, with advancement to the next pay grade available upon successful completion of the necessary training. Reviewing and responding to written representations and appeals against PCNs in a timely and professional manner.

    Responding to charge certificate, debt registration and enforcement correspondence.

    Investigating cases thoroughly by examining relevant evidence, including photographs, correspondence, and legal documents.

    Preparing case files and representing the council at tribunals or appeals hearings when required.

    Providing accurate advice and information to members of the public regarding the appeals process.

    Maintaining comprehensive records and updating systems to ensure all casework is accurately tracked and reported.

    Liaising effectively with internal teams and external stakeholders, including TEC, London Tribunals, enforcement officers and legal advisors.

    Contribute to the continuous improvement of the representations process, identifying opportunities for efficiency or enhanced customer service.

    Handling telephone enquiries from members of the public, providing clear and accurate information regarding Penalty Charge Notices and the appeals process, addressing concerns in a professional and courteous manner, and ensuring that all queries are resolved efficiently and in accordance with council procedures.

    The Person

    The ideal candidate will possess a demonstrable track record of handling representations and appeals within a parking enforcement environment, showcasing expertise in assessing written submissions, scrutinising evidence, and preparing comprehensive casework.

    They will have experience in interpreting and applying relevant parking legislation and procedures, communicating effectively with members of the public, and managing cases efficiently from initial enquiry through to resolution. Excellent written and verbal communication skills, combined with a keen eye for detail, are essential. In addition, the candidate should demonstrate strong organisational and time management abilities, enabling them to handle a varied caseload, as well as proficiency in standard office IT systems.
