Sefton Council is seeking to recruit an experienced Performance Manager to join its central Business Intelligence & Performance Team, to lead performance, data analysis and reporting in support of the Corporate Transformation Programme, providing timely and accurate data to inform strategic decision making, and indirectly help contribute to positive outcomes for Sefton’s citizens. We welcome applications from those with significant experience of working within a Local Government (especially Social Care) setting with strong data analysis/ICT skills and experience of influencing change.
Key Role Responsibilities
- Build and maintain relationships with a wide variety of stakeholders across all levels of management ensuring clear and effective lines of communication.
- Advise and support others to perform in-depth data analysis, and to produce detailed and concise written performance reports, to get the greatest insight from the Council’s data and to inform strategic decisions.
- Provide advice and technical support to maintain a focus on continual improvement of Council services while demonstrating continued improvements in value for money.
- Produce high quality analysis, diagnosis and outputs to support informed decision making helping the delivery of improved service performance and outcomes, across the Council, and for the citizens and residents of Sefton.
- Support the team in the production of accessible, well-presented performance assessment reports that will enable identification of significant trends and variations from agreed targets and relevant benchmarks and that will be scrutinised at all levels of the organisation.
- Work with services to develop Key Performance Indicators (KPIs) and performance frameworks to assist with their business insight and decision making.
- Support further development of the corporate performance framework and reporting.
- Take responsibility for adapting, designing, and developing systems for service insight.
- Act independently, decisively, and effectively in sensitive and political situations
Ideal Candidate
- A degree qualification in a data analytical related discipline, such as data science, data analysis, statistics, mathematics or any related disciplines.
- Experience of developing and implementing performance frameworks within a local government or equivalent setting.
- Considerable experience of working within a performance management and analysis team and supervising and supporting others.
- Extensive experience of collaborating with partners, the community, and Councillors as well as other directorates.
- Extensive experience in building data visualisations, performing in depth data analysis and answering questions on performance data for key stakeholders.
- In-depth broach knowledge of local government functions and data, especially Social Care and Health.
- Highly technically proficient in SQL and Power BI, or other reporting/visualisation tools; and practical experience of using, storing and manipulating data with Azure Data Factory would be advantageous
- Demonstrable experience of working, influencing, persuading, and encouraging participation by diverse stakeholders and partners.
- Excellent communication and interpersonal skills to build & nurture relationships across the business, then effectively advise and support senior officers, with the confidence to challenge where appropriate, based on evidence.
- You should have the skills to prioritise workload, in a fast paced environment, have excellent interpersonal skills and the ability to develop and motivate others effectively.

Salary range
