Job summary

The Chief Operating Officer Group works closely with the Home Office’s policy and operational commands to enable us together to deliver the department’s priorities.

The group is comprised of different teams and professional functions, including Commercial, Finance, People, Portfolio and Project Delivery, Security, Estates and Information and Digital, Data and Technology.

You’ll be part of the wider Home Office Security team, a national function responsible for maintaining robust physical security across all sites. The team ensures our buildings, staff and visitors are protected, working to strict security standards and supporting the department’s operational resilience.

Job description

This is a fast-paced role with a high volume of reactive activity, requiring strong organisational skills, sound judgement and the ability to prioritise effectively in a dynamic environment.

The post holder will lead and support AO staff within the 2 Marsham Street (2MS) team, providing day-to-day management and oversight. You will be responsible for the efficient delivery of the building pass process, resolving complex cases and ensuring applications are progressed promptly to minimise delays.

You will regularly engage with senior stakeholders and handle high-level enquiries, maintaining a professional and customer-focused approach. The role also involves responding to a wide range of ad hoc security-related requests, ensuring queries are managed effectively and in line with established processes.

You will ensure that access to restricted areas across 2MS and the wider estate is granted appropriately, in accordance with security policies and agreed protocols. Working collaboratively with Physical Security colleagues across multiple UK locations, you will contribute to the delivery of a consistent and effective national service.

Key Responsibilities

  • Experience of delivering operational services in a fast-paced environment, with strong prioritisation skills.
  • Proven experience of supervising or managing staff, including motivating, supporting and challenging performance.
  • Experience of working in a security, compliance, or similarly regulated environment, or demonstrable transferable experience in applying controls and procedures.
  • Strong communication skills, with the ability to engage confidently with a range of stakeholders.
  • Ability to understand and apply policy, handle sensitive information, and maintain a high level of accuracy.
  • Confident using Microsoft Office applications (Outlook, Excel, Word, PowerPoint).
  • Ability to work independently, use initiative and make sound decisions under pressure.

Working Pattern

Due to business requirements, this role is offered on a full-time, office-based basis only, with no provision for hybrid working.

Training

On-site training will be provided.

Essential Criteria

  • Experience delivering operational services in a fast-paced environment, with the ability to manage competing priorities and respond effectively to changing demands.
  • Proven ability to lead or support staff, providing clear direction, guidance and oversight to maintain performance and service standards.
  • Strong organisational and decision-making skills, with the confidence to manage complex or sensitive cases and see them through to resolution.
  • Excellent communication and stakeholder engagement skills, with the ability to manage high-level enquiries in a professional and customer-focused manner.
  • A good understanding of security processes or the ability to quickly develop knowledge of access control and compliance requirements.
  • Ability to work collaboratively across teams and locations, contributing to a consistent and effective service.

Desirable Criteria

  • Experience working within a security, access control or pass management environment, particularly within a government or large organisational setting.
  • Familiarity with security policies, procedures and compliance requirements, including the practical application of access protocols within a secure building or estate.

Selection process details

We will endeavour to conduct the selection process in line with the dates indicated below, but cannot guarantee that these will not, where necessary, be revised.

As part of the application process, you will first be asked to confirm your eligibility by providing some basic personal information.

After submission of this first stage, you will be invited to complete the followingCivil Service Civil Service Verbal test and Civil Service Judgement test.

1. Online Test – by 6th July 2026

If you successfully pass the tests, you will be invited to complete the full application form. Please complete the online tests as soon as possible (within 24-48 hours is recommended). If you fail to complete the online tests or full application before the deadline, your application will be withdrawn.

Guidance for the Civil Service tests will be available when you are invited to take the tests. The online tests are accessed via the Civil Service Jobs website.

You cannot complete the tests on a mobile phone or tablet.

Please note: Our online test supplier will be performing scheduled maintenance between midday - 1 p.m. 21/06/2026 and 4 p.m. - midnight, 28/06/2026. You will be unable to access tests during this period.

If you are in the middle of a test when the maintenance begins, your progress will be paused. You will be able to resume your test from where you left off via your application centre once the downtime has ended. Please note that you will not be able to launch any new tests while the system is offline.

Following successful completion of your test, you will then be asked to complete the full application form.

2. Application – by 6th July 2026.

As part of the application process, you will be asked to complete:

  • CV.
  • A Personal Statement) (maximum 500 words).
  • Evidence of the Lead Behaviour Making Effective Decisions (maximum of 250 words).

Your CV should consist of your career history, qualifications and skills/experience, including any key achievements in each role. Your CV will be scored against the experience required for the role as noted within the essential criteria.

The Personal Statement should be aligned to and demonstrate how you meet the skills and experience set out in the essential criteria, detailed in the job description.

3. Sift – from 8th July 2026.

The sift will be held on the Personal Statement, lead behaviour and the CV.

Should a high volume of applications be received, an initial sift will be conducted on the Lead behaviour Making Effective Decisions. Candidates who pass the initial sift will then be progressed to a full sift that will consist of Personal Statement and CV.

4. Interview – from 29th July 2026.

If you are successful at sift stage, you will be invited to an interview that will be Behaviours (as listed in the job advert) and Strength based questions.

The interview will take place via video, using Microsoft Teams.
