Job description

The UK’s Modern Industrial Strategy is a core part of the Government’s growth mission. It provides a ten-year framework to support investment, productivity and better jobs. The Strategy focuses on eight priority sectors and tackles barriers to growth across the economy. While the Department for Business, Innovation, Science and Trade leads day-to-day delivery, HM Treasury plays a central role in embedding the Strategy across the Government’s wider growth agenda. Looking ahead, the Strategy will also provide an important framework for delivering the Prime Minister’s reindustrialisation agenda.

This is a varied and high-profile role at the heart of one of the Government’s top priorities. You will help ensure the Industrial Strategy remains focused on delivery while contributing to work on reindustrialisation, place-based growth and economic resilience across a wide range of sectors and policy areas. You will work closely with colleagues across HM Treasury, the Department for Business, Innovation, Science and Trade and other government departments to support the Government’s growth ambitions.

The role combines strategic oversight, cross-government coordination and policy development. It offers a unique opportunity to shape work at the centre of government by advising and supporting ministers and senior officials on issues critical to the UK's long-term economic success.

Alongside core Industrial Strategy responsibilities, you will contribute to the team’s wider programme of work on growth, industrial policy and economic resilience. This could include supporting emerging ministerial priorities and taking ownership of new areas of work as the branch's portfolio evolves. The successful candidate will be comfortable working across a broad range of issues and adapting quickly as priorities evolve.

Key Accountabilities

  • Support HM Treasury's contribution to the Government's emerging reindustrialisation agenda, including leading discrete policy projects and workstreams that support growth and ministerial priorities.
  • Build strong relationships across Whitehall and ensure Treasury priorities are reflected in the development and delivery of policies that support growth, productivity and place-based economic development, including industrial clusters where relevant.
  • Provide high-quality advice, briefings and submissions to ministers and senior officials.
  • Lead HM Treasury’s Industrial Strategy governance, coordinating input and ensuring ministers and senior officials have clear oversight of delivery progress, risks and emerging issues.
  • Lead HM Treasury's sponsorship of the Industrial Strategy Advisory Council (ISAC), working closely with the Department for Business, Innovation, Science and Trade to shape the Council's forward work programme, oversee commissioned projects and contribute to decisions on Council membership and governance.
  • Maintain a strong forward look across the Government’s growth agenda, identifying risks, opportunities and emerging priorities.

We work in a fast-moving part of HMT and sometimes we need to work outside our core responsibilities to support policy development and implementation across a range of growth policy issues. Our branches work closely together and flexibly, so the successful candidate can expect the opportunity to be involved in other policy projects across the team.

Hybrid working: HM Treasury operates an office based working approach across all Treasury sites. There is an expectation of a minimum of 60% attendance in the office. Please be aware that this role can only be worked in the UK and not overseas.

Reserve Lists

Everyone working with government assets must complete Baseline Personnel Security Standard (BPSS) checks. Additionally, successful candidates will be subject to National Security Vetting. The level of security vetting required for this role is Security Check (SC).

To allow for meaningful checks to be carried out, applicants will need to have lived in the UK for at least 3 out of the past 5 years. You will be asked to provide residency information within your application form, and eligibility for national security vetting will be checked once the advert closing date has passed.
