Salary: £40,501 - £47,639
Hours: 36 per week, 52 weeks

About the Role

The City of Edinburgh Council is committed to ensuring that all our residents live in safe, healthy, and high-quality homes. We are seeking a highly skilled and experienced Preservation Team Leader to head our established team in tackling damp, mould, and structural moisture issues across our housing stock.

This is a critical leadership role within our Preservation team. You will act as the primary technical authority and operational lead, responsible for overseeing complex diagnostics, managing team workflows, and ensuring the delivery of robust, long-term remedial solutions. You will play a pivotal role in our commitment to meeting the requirements of Awaab's Law, ensuring that our response to damp and mould is rapid, effective, and prioritizes the health and wellbeing of our tenants.

Key Responsibilities

  • Team Leadership: Provide day-to-day management and technical mentorship to the preservation team, ensuring high performance, professional development, and consistent service delivery.

  • Operational Oversight: Coordinate site surveys and prioritize remedial works, ensuring that complex damp, mould, and timber decay issues are diagnosed and addressed efficiently.

  • Technical Authority: Review and approve detailed remedial specifications, ensuring they provide clear, actionable instructions for Preservation team and contractors.

  • Regulatory Compliance: Ensure all team outputs are compliant with the Scottish Housing Quality Standard (SHQS) and the Energy Efficiency Standard for Social Housing (EESSH).

  • Awaab's Law Implementation: Act as the lead subject matter expert on Awaab's Law. You will oversee the team's adherence to strict legal timelines for investigation and repair, ensuring tenant health remains the primary driver of all service delivery.

  • Stakeholder Engagement: Act as the primary point of contact for housing officers, contractors, and residents, providing expert technical advice and managing expectations regarding repair outcomes.

    • Quality Assurance: Implement robust quality control measures to ensure remedial works meet the highest industry standards and prevent the recurrence of issues.

    Essential Qualifications & Experience

To be considered for this role, you must demonstrate:

    • Industry Knowledge: A sound, comprehensive knowledge of the preservation industry, including building pathology and the interaction between building fabric and moisture.

    • Practical Experience: A strong background in the Preservation industry (e.g., dry rot / wet rot, woodboring insects, rising / penetrating damp), providing you with the practical insight necessary to lead technical teams and evaluate on-site work effectively.

    • Leadership Capability: Proven experience in leading or supervising teams within a property services or maintenance environment.

    • Building Pathology Expertise: A deep understanding of how building fabric interacts with moisture and how to implement effective, fabric-first solutions.

    • Legislative Knowledge: A comprehensive understanding of current housing legislation, including the specific requirements of Awaab's Law and its application within the Scottish social housing sector.

We are committed to a diverse and inclusive workforce where everyone feels valued and able to be their best. We particularly encourage applications from women for senior roles, as well as people from minority ethnic backgrounds, people with disabilities or neurodivergent people, care experienced people, carers and LGBT+ people across all levels of the organisation, all of whom are currently underrepresented. All applicants will be considered fairly based on skills and experience. Disabled and care-experienced applicants who meet the minimum job criteria will be guaranteed an interview.
