
Principal Engineer (Design and Construction)
We are recruiting a Principal Engineer (Design and Construction) at Caerphilly County Borough Council.

Location: Office based / Home working / Working hours can be split between home and office depending on specific task requirements.

This is an excellent opportunity for a confident engineering professional to contribute to critical safety, infrastructure, and maintenance programmes, while shaping the development of a high‑performing technical team. The successful candidate will assist in the management of a dynamic team of Engineers with specific responsibility for the Council’s Coal Tip Safety and Maintenance Programme, along with broader Highway and Drainage design and construction programmes.
The post requires leading the Team of Engineer to deliver value for money projects, having regard of the principles of sustainable development. The post holder will have day-to-day responsibility for: Technical and specialist guidance; progress and task completion; Staff management, development and training; budget and finance control; efficient and effective use of available resources.
The post holder will need excellent interpersonal skills as well as a strong knowledge of design, contract preparation and site supervision of asset renewal and maintenance projects, and other miscellaneous specialist engineering design services. They should demonstrate extensive knowledge of health and safety legislation, and applied understanding of CDM 2015 and relevant duty holder responsibilities.
For the role, we ask that you have:
- Relevant Level 4, 5 or 6 qualification on the Credit and Qualifications Framework for Wales (CQFW). For example, HNC or Degree in Civil Engineering or equivalent.
- Knowledge of technical design standards, codes of practice, specifications and methods of measurement and their implementation and application.
- Extensive experience post qualification at project manager or team leader level.
- Full UK Category B (Cars) driving licence and the use of a motor vehicle insured for business / work purposes to travel throughout the borough to attend meetings, visit sites.
