Job summary
As a Manager you will be overseeing a team of individuals responsible for co-ordinating training requests, maintenance of the Financial Investigation Support System (FISS) and management of external stakeholders. Leading and managing a flexible, professional and proficient workforce who are tasked with delivering the relevant training to learners who require Financial Investigator (FI) and Financial Intelligence Officer (FIO) training and accreditation. You will be responsible for overseeing the provision of training, accreditation and monitoring by the PoCC to the FI and FIO community, in line with the relevant statutory functions in POCA.
You will be tasked with identifying and implementing sustainability plans to improve efficiency and delivery within PoCC, as well as preparation of management reports and papers.
The role holder will need to establish and maintain relationships with internal and external stakeholders to understand requirements and maintain an effective service to meet Proceeds of Crime Act (POCA) obligations.
Job description
The Proceeds of Crime Centre (PoCC) discharges NCA’s statutory obligation to provide a system of training, accreditation and monitoring of FIs and FIOs.
FISS is hosted by PoCC and enables the PoCC to deliver its function. FISS gives registered users access to a Case Law database, official court templates, discussion forums, regularly updated news items and a resource library of information and guidance around all aspects of financial investigation. PoCC designs, develops, delivers and maintains a broad range of training products and continuing professional development activities for the national law enforcement community to ensure the highest possible standards in financial investigation and asset recovery. PoCC provides operational advice and guidance, where required, to all PoCA enabled law enforcement organisations.
As a Manager in the PoCC, you will be part of a multi disciplinary team, responsible for PoCC's approach to the training, accreditation and ongoing support to FIs and FIOs. You will be responsible for managing a geographically dispersed team who are entrusted with maximising impact by developing and monitoring PoCC outputs, acting on stakeholder engagement feedback, compiling management information data and producing high level reports for senior management.
You will be central to the ongoing monitoring and improvement of the performance of financial investigation and asset recovery in the workplace across the whole of the proceeds of crime community. You will be responsible for ensuring accurate POCA related advice is hosted on the FISS Forum and that technical application of the legislation is correct. A sound understanding of POCA legislation will be required to ensure that exam questions and answers are robust and to respond to queries from FIs, and FIOs alike.

Duties and Responsibilities
Leadership

Manage and coach staff and provide guidance on development.

Manage and direct resources to ensure work is completed within agreed timescales, financial constraints and quality standards in line with NCA policy.
Supervision
Supervise the research, development, collation, co-ordination and dissemination of management information including policy, reports, briefings, business plans risk registers, presentations and web based communications as appropriate.
Work with Stakeholders
Work with government departments, statutory bodies, private organisations, academia and industry stakeholders. Attend working groups, government committees and meetings as required.
Develop and Manage Processes
Develop policy, reports, procedures and manage and/or monitor data systems across business areas.
Provide Support
Provide managers and officers with advice, guidance and support as and when needed.
Manage Data Governance
Supervise the quality, secure handling and dissemination of data and information, maintaining confidentiality, sensitivity and a duty of care in line with NCA policy.
Communicate Change
Manage change activity and communicate proposed changes with staff and stakeholders
Training and Accreditation
Responsible for overseeing the training, accreditation and monitoring functions of the PoCC.
