At Brighton & Hove City Council, we're committed to delivering high-quality, efficient and accessible services for our residents. We're looking for an experienced and motivated Project Manager to join our Welfare, Revenues and Business Support (WRBS) service and play a key role in delivering transformation and improvement programmes across a diverse portfolio of services.

Contract type: 1 year fixed term

Interview date: November 2026

For an informal discussion, please contact scott.martyn@brighton-hove.gov.uk.

About the role

This is a varied and rewarding opportunity in which you will manage projects from concept through to implementation, ensuring they deliver measurable benefits, meet service objectives and make a positive difference to residents and staff. You will help shape accessible and inclusive services that respond to the needs of Brighton & Hove’s diverse communities. Working closely with senior managers, service leads, technical teams and external partners, you will use evidence and feedback to identify opportunities for improvement, develop business cases and deliver sustainable change.

Your responsibilities will include:

  • Leading multiple projects and workstreams simultaneously, ensuring delivery plans reflect the needs of different resident groups, service users and staff.
  • Planning, co-ordinating and managing business analysis, process reviews and service improvement activities, using evidence and customer feedback to identify and remove barriers.
  • Developing project plans, business cases and implementation strategies that clearly show how proposed changes will improve access, deliver value and achieve positive outcomes for diverse communities.
  • Managing project risks, issues and budgets, and maintaining governance arrangements that support transparent, inclusive and evidence-led decision-making.
  • Supporting organisational change and stakeholder engagement by actively involving colleagues, partners and residents with different experiences, needs and perspectives.
  • Presenting findings and recommendations to senior leaders and project boards, ensuring decisions are informed by evidence and an understanding of community needs.
  • Identifying opportunities to improve customer experience, efficiency, accessibility and service performance through process redesign and digital innovation.
  • Regularly reviewing and adapting project approaches with teams and partners to remove barriers, improve access and support fairer outcomes for residents, customers and staff.

About you

We're looking for someone who combines strong project management expertise with effective people skills and a genuine passion for public service improvement.

You will need to demonstrate the following key essential criteria:

  • Experience of successfully delivering complex projects and contributing to change programmes or service improvement work.
  • Strong business analysis and process improvement skills, including mapping, reviewing and redesigning services.
  • The ability to influence, challenge and build positive relationships with a wide range of stakeholders, creating opportunities for different voices to shape decisions and service improvements.
  • Strong communication and presentation skills, with the ability to explain complex information clearly to different audiences.
  • Experience of managing project risks, issues, specialist resources, governance processes and decisions in a structured way.
  • A practical commitment to equality, diversity and inclusion, including using evidence and feedback to improve outcomes for communities with different needs and experiences.

It would also be helpful if you have experience of:

  • Digital transformation or technology-enabled change.
  • Local government services, particularly revenues, benefits, welfare support, finance or customer services.
  • User-centred design, customer journey mapping or service redesign.

Why join us?

  • Flexible and hybrid working arrangements where operationally appropriate.
  • Membership of the Local Government Pension Scheme and a generous annual leave entitlement.
  • Wellbeing support and a range of employee benefits.
  • A diverse, supportive and inclusive working environment where everyone can thrive.

How to apply
Please read our Apply for a job at the council pages carefully. They give you all the guidance you need to complete your application as well as information on what will happen after you’ve submitted your application and at interview.

As part of your application, you will need to provide your education and career history and answer some application/shortlisting questions. Your answers to the application/shortlisting questions are the most important part of your application as they will be used in the shortlisting process to assess whether you meet the essential requirements for the role that are set out in the person specification and to decide whether you should be offered an interview. Before you start your application, please read our Shortlisting questions guidance (brighton-hove.gov.uk) as this gives important advice which will increase your chance of success in the shortlisting process.

AI advice for candidates
We are interested in hearing about your experience and skills in your own words. While we value people who know how to use AI, we ask that you minimise using it in your application.

We are keen to hear how your experience and skills align to our values and the skills and experience needed to perform well in our roles with clear real examples from you. To support you in this, we have guidance on using the STAR model which can help you ensure you are telling us your whole story. We also provide clarity on the skills we are looking for in our adverts and in the job description/person specification attached to each job advert.

All the applications we receive are read by at least two hiring managers and we do not use AI in this process. Our experience of reading applications is that those that have heavily used AI contain generic paragraphs that are strikingly similar to other applicants’ responses. This makes it extremely difficult to differentiate between applications, and doesn't give us enough evidence of your individual skills. There is a risk that we will therefore not be able to shortlist you. Instead, we recommend you ensure your application stands out by presenting clear examples of your actual skills and experiences in your own words.

Additional information
Your starting salary will be pro rata if the above position is less than 37 hours or term-time only.

Please note that this post is subject to a Basic Disclosure Criminal Records Check.

We are a workplace that supports flexibility and employee wellbeing in the way we work whilst providing the best service for our customers. Team and service working arrangements are designed to support both employee work life balance and team collaboration. These would be part of your individual working arrangements alongside any personal preference agreed with your manager in advance of joining. Your contractual location will be the designated council office for your team and travel to and from your contractual location would be at your own expense.
