Help us shape the future of records management
We are looking for an experienced and forward-thinking qualified Records Manager to join our Information and Records Management Service.
This is a great opportunity for someone who combines strong professional records and information management expertise with practical knowledge of SharePoint Online and Microsoft 365.
You'll help us develop modern, effective ways of managing information throughout its lifecycle, ensuring that good records-management practice is built into the way our digital environments work.
This isn't simply a SharePoint or IT role, though; we're looking for someone who understands records and information management first and foremost, but who also has the skills to confidently translate those principles into practical, sustainable Microsoft 365 and SharePoint solutions.
The role provides specialist professional advice across Lancashire County Council on the creation, maintenance, access and disposal of physical and digital information and records, alongside responsibility for developing policies and procedures, applying retention schedules, supporting electronic records management and delivering records-related projects. We are looking for someone who is able to reach out and proactively work with services to develop and help them on their M365 and SharePoint journey.
What you'll be doing
Working with colleagues across the organisation, you'll:
- Provide specialist professional advice on records and information management, including electronic records, legislation, professional standards and best practice.
- Help develop and implement corporate records management policies, procedures and operational practices.
- Play a key role in developing our approach to SharePoint Online and Microsoft 365 information and records management.
- Help design effective Microsoft 365 information architecture, ensuring that information is structured and managed in ways that support both business needs and records-management requirements.
- Advise on the appropriate use of metadata, content types, document libraries and information structures within SharePoint.
- Help establish effective SharePoint governance, including permissions, access controls, ownership and sustainable management arrangements.
- Develop and apply retention schedules and records lifecycle controls across physical and digital information.
- Work with Microsoft Purview retention and records-management capabilities, helping to translate corporate retention requirements into appropriate Microsoft 365 controls.
- Support the migration of information from network drives, shared drives and legacy locations into SharePoint Online, ensuring records-management requirements are considered throughout migration rather than added afterwards.
- Survey and analyse existing electronic and paper records, filing structures and business processes and recommend improvements.
- Promote good records-management practice through advice, guidance, presentations and training.
- Support compliant disposal processes and maintain appropriate audit evidence.
- Manage or contribute to information and records-management projects and improvement initiatives.
The role also includes applying business classification schemes, access and security controls, managing digital and physical information, digitisation, disposal, audit controls, training and the delivery of records-management projects.
What we're looking for
You'll have professional experience of working in records and/or information management, together with the ability to work confidently with technical specialists, business areas and information governance colleagues.
The successful candidate will be able to demonstrate:
Records and information management
- Professional records and/or information management experience.
- Strong knowledge of records-management principles, standards and good practice.
- Experience of retention schedules, disposal and the management of the information lifecycle.
- Knowledge and understanding of electronic records and EDRMS principles.
- Experience of business classification and information structures.
- Knowledge of legislation and compliance requirements.
- The ability to provide authoritative professional advice and influence colleagues at different levels.
- Strong communication, presentation and training skills..
SharePoint and Microsoft 365
We're also looking for someone with practical experience or strong working knowledge of:
- SharePoint Online
- Microsoft 365 information architecture
- SharePoint metadata and content types
- Document libraries
- SharePoint permissions, access and governance
- Migration of records and documents from network/shared drives into SharePoint
- Microsoft Purview, particularly retention and records-management functionality
- Applying records-retention requirements within Microsoft 365
- Creating information structures that are intuitive for users while meeting governance, compliance and lifecycle requirements
Above all, you'll be able to translate records-management requirements into workable SharePoint and Microsoft 365 designs.
You'll understand that successful digital records management isn't achieved simply by configuring technology. It requires bringing together people, process, governance, information architecture, records-management principles and technology to create solutions that colleagues can actually use.
Qualifications
You'll have:
- An honours degree or equivalent qualification.
- A postgraduate qualification in archives and records management, an equivalent professional qualification, be working towards one, or be committed to achieving an appropriate qualification.
Registered membership of the Archives and Records Association or equivalent professional body would be desirable.
What you'll bring as a person
We're looking for someone who is:
- Confident working with both records-management professionals and technical colleagues
- Able to explain complex records and information-management requirements in straightforward language
- Pragmatic and solutions-focused
- Highly organised with excellent attention to detail
- Able to effectively manage competing priorities
- Able to work independently and collaboratively
- Confident delivering training and influencing change
- Interested in continuous improvement and professional development
Why this role matters
The way organisations create and manage records is changing rapidly. SharePoint Online, Microsoft 365 and cloud-based collaboration give us significant opportunities, but they also mean good records management needs to be designed into our digital environment from the start.
You'll have an opportunity to help shape that approach, bringing together established records-management practice with modern Microsoft 365 capabilities.
If you're a records-management professional who understands SharePoint, rather than simply a SharePoint specialist who has encountered records management, we'd particularly like to hear from you.
Our values
We expect colleagues to demonstrate our values by being Supportive, Innovative, Respectful and Collaborative, putting customers at the heart of our work and working together to achieve the best outcomes.
If you have a strong records and information management background and want to help shape how records management works across SharePoint Online and Microsoft 365, we'd love to hear from you.
Closing Date: 01/11/2026
Please ensure you upload a supporting statement demonstrating how you meet the criteria for the role.
We reserve the right to close the vacancy early if we receive sufficient applications.
Local Government Reorganisation
The Government has confirmed that local government across Lancashire will be reorganised, with the current 15 councils being replaced by four new unitary councils covering North, South, East and West Lancashire from April 2028.
If you are successful in your application, you will initially join Lancashire County Council. However, as part of the planned transition, your employment will transfer to one of the new unitary councils from April 2028, subject to the implementation of the reorganisation and relevant employment legislation.
Throughout this period, our focus remains on delivering excellent services to our communities. By joining us now, you'll play an important role in shaping the future of local government and helping to build a strong new organisation that will serve residents for years to come.
