Job summary
The Infected Blood Compensation Authority (IBCA) is a new arm’s-length body set up, at unprecedented pace, to administer compensation to people whose lives have been impacted by the infected blood scandal.
IBCA will ensure payment is made in recognition of the wrongs experienced by those who have been infected by HIV, Hepatitis B or C, as well as those who love and care for them. They have been frustrated and distressed by the delays in achieving proper recognition, and we must help put this right.

IBCA employees will be public servants. If successful in this role you will be appointed directly into IBCA, on IBCA terms and conditions as a public servant.

Please note that the mission of IBCA means that it is likely to be operational for a period of approximately 5 to 7 years. When IBCA’s work begins to wind down, IBCA employees will receive support and practical guidance to find a new role, whether in the Civil Service, another Arms Length Body (ALB), or an external employer.
In this role you will serve as the first point of contact for internal IBCA colleagues and external stakeholders, ensuring the efficient management of recruitment systems and our shared email inbox. You will provide high-quality administrative support to help the authority meet its hiring goals while ensuring we remain fully compliant with the Commission Recruitment Principles.
Supported by Senior Resourcing Partners and Resourcing managers, you will manage your own daily workload, building productive relationships with external stakeholders and shared service providers. Job description
These roles are designed for a versatile candidate who will primarily support the IBCA recruitment team, and also be cross-trained to help the wider HR department. This may include providing administrative support across key HR areas such as:
- Learning and Development
- Policy and Pay/Systems and Services
- Workforce Planning
In addition to base salary, IBCA employees receive an annual premium allowance. If you are joining us on a Fixed Term Appointment, you will be eligible for the Premium Allowance once you have passed your initial six-month probation. Please note that candidates joining on secondment remain employees of their home organisation and are therefore ineligible for the Premium Allowance.
Responsibilities
- Inbox management: Acting as the first point of contact by assisting vacancy holders, colleagues, and candidates with recruitment queries whilst maintaining compliance with the Civil Service Recruitment Principles.
- Vacancy tracking: Accurately monitoring the end-to-end recruitment life cycle to prevent delays in the hiring process.
- Candidate onboarding: Coordinating pre-employment checks and induction processes to provide a high-quality candidate experience.
- Systems and databases: Using recruitment/HR systems to maintain accurate records, update data and dashboards, and ensure digital compliance across HR.
- Data tasks: Collecting and organising recruitment data to update trackers, dashboards, and management reports.
- Stakeholder engagement: Developing productive relationships with internal colleagues and central government shared services.
- Projects and continuous improvement: Contribute to recruitment projects such as Visa Sponsorship and Internships etc, whilst identifying opportunities to streamline processes and improve user experience.
Person specification
- Recruitment knowledge: Experience in recruitment and/or onboarding processes.
- Communication: Strong written and verbal communication skills with the ability to work with a variety of audiences.
- Organisational skills: The ability to manage your own time effectively, handle a diverse workload, and prioritise tasks.
- Adaptability: A proactive mindset with a willingness to learn new skills and work across different HR teams as required.
- Digital skills: Confidence in using online platforms and managing shared email inboxes with high attention to detail.
Additional information:
A minimum 60% of your working time should be spent at your principal workplace. Although requirements to attend other locations for official business will also count towards this level of attendance.
