We are looking for a dedicated, professional and customer-focused individual to join Hull Register Office as a Registration Officer.

This is a unique and rewarding role, providing the opportunity to support people during some of the most important moments of their lives. From registering births and deaths to conducting marriage and civil partnership ceremonies, you will play a key role in delivering a high-quality registration service for the residents of Hull.

As a Registration Officer, you will carry out statutory registration duties, conduct interviews with customers, ensure legal requirements are met, maintain accurate records and support the delivery of ceremonies in a dignified and professional manner. The role requires excellent attention to detail, sound judgement and the ability to work confidently within legislative frameworks and procedures.

The successful candidate will have strong communication and interpersonal skills, be highly organised and able to handle sensitive and confidential information with professionalism and discretion. You will enjoy working with people from all backgrounds and be committed to providing an inclusive and welcoming service.

ROLE AND PURPOSE

To carry out the statutory functions of a Registrar of Births, Deaths and Marriages, providing a professional and customer focused registration service to customers within the Hull Registration District, delivering a full range of registration services that complies with General guidelines and with legislation relating to Register Offices.

To register life events, interviewing parents or relatives after a birth or death and recording accurate details for both paper and computerised records.

To both undertake legal preliminaries and conduct and register civil ceremonies such as marriages and civil partnerships in line with legislation and in a dignified and professional manner.PRINCIPAL ACCOUNTABILITIES:
    1. To register births, deaths, still births, marriages and civil partnerships in a legal and timely manner. This involves interviewing members of the public in the strictest of confidence to obtain information to complete an accurate registration. Ensure accurate, legal and legible records are maintained.

    2. Issue certificates and other appropriate paperwork following registration. To be responsible for the maintenance and security of stock items and stationary within their possession and work area.

    3. To take marriage notice / legal preliminaries from couples, ensure that relevant sight of appropriate documents and accurate recording of information. Ensure the timely printing and checking of certificates for marriage, highlighting any discrepancies at the earliest opportunity.

    4. To be responsible for the collection, recording and banking of statutory and non statutory fees, this includes the issue of appropriate receipts and recording of transactions in respect of payments to the council and stationary used. Ensure that this is done efficiently and accurately in order to maximise income in to the council and that accurate and auditable records are maintained.

    5. To register marriages and civil partnerships in accordance with legislation. This involves checking that all necessary paperwork is available for the registration to proceed, interviewing couples to validate information and ensure an accurate registration. Witnessing declaratory and contracting words within a ceremony, and completing a handwritten registration and / or electronic registration.

    6. To conduct a range of ceremonies suitable for the occasion, of a high standard and meet both customer expectations and legal requirements. This includes both small ceremonies at the and large ceremonies in approved venues across the city.

    7. To attend and deliver non statutory services including Nationality & Settlement Checking, Citizenship, Renewal of Vows, Naming Ceremonies and Funerals and to take notices of Marriage and Civil Partnership, issuing appropriate certificates and paperwork.

    8. To take ownership of respond to enquiries and requests for assistance and advice from the public, regarding technical registration issues and ensure that accurate and appropriate information is provided.

    9. Safeguard the integrity of the registration, through an awareness of sham marriage and other opportunities for fraudulent / criminal activity (i.e. forged documents, suspect certificate applications). Be aware of own responsibilities in handling sensitive and confidential information and wider role in preventing counter fraud and public protection.

    10. To maintain working knowledge of regulations, handbooks, circulars and procedures and be able to interpret these accurately and support others to do so.

    11. Support appropriate information sharing in the ethos of ‘tell us once’ and improved and joined up service delivery to customers. Working with Customer Service Advisors to provide seamless and consistent excellent customer service signposting customers to other council services as appropriate.

    12. To contribute towards the delivery of a flexible and responsive service, working at different locations and licensed premises as appropriate. This will involve weekend working and may include delivering promotions with other organisation and partners both on and off site.

    13. The Health and Safety at Work etc. Act 1974 and associated legislation places responsibilities for health and safety on Hull City Council, as your employer and you as an employee of the council. In addition to the Councils overall duties, the post holder has personal responsibility for their own health & safety and that of other employees; additional and more specific responsibilities are identified in the Council’s Corporate H&S policy.
