The Integrated Corporate Services (ICS) is a new shared corporate service, launched in July 2023. It provides corporate services (HR, Finance, Digital, Commercial, Security and Estates) across the Department for Energy Security & Net Zero (DESNZ) and the Department for Science, Innovation & Technology (DSIT).

Job description
This role is based within the Integrated Corporate Services (ICS) Departmental Security Unit (DSU), which delivers protective security and business continuity support and assurance to both the Department of Energy Security and Net Zero (DESNZ) and the Department for Science, Innovation and Technology (DSIT) through a shared service approach.
We are seeking a proactive, well-organised, and flexible Resilience and Business Continuity professional to lead the ongoing management, embedding and continuous improvement of the organisation’s Business Continuity Management System (BCMS) to support vital government functions.
As the Resilience Lead and recognised subject matter expert, you will provide strategic leadership and specialist guidance to ensure ICS and its customer organisations maintain robust, resilient and proportionate business continuity arrangements, strengthening organisational resilience and preparedness for disruption.
You will support, advise, and mentor teams across customer departments and ICS, many of whom may be unfamiliar with the full scope and principles of a Business Continuity framework.
This role is pivotal in enabling preparedness for a wide range of potential disruptions and alignment with ISO 22301 and Business Continuity Institute best practice.

The post holder will:
- Maintain the BCMS framework, policies and standards, ensuring alignment with ISO 22301, the BCI GPG, and relevant government resilience guidance.
- Lead the ICS Business Continuity team to implement, maintain and continually enhance the BCMS. This includes delivering a multi-stakeholder programme of work, supporting colleagues in developing and maintaining Business Impact Analyses (BIA) and Business Continuity Plans, including identification of critical activities and associated recovery requirements (RTOs/RPOs).
- Provide expert business continuity advice and guidance, engaging effectively with senior leaders across ICS and customer organisations to continuously strengthen continuity planning and resilience.
- Develop and maintain a comprehensive suite of business continuity products, including plans, playbooks and supporting response structures.
- Develop and deliver a structured exercising and testing programme, ensuring lessons from exercises and incidents are captured and used to drive continual improvement.
- Support customers with post-incident reviews, co-ordinate the production of insightful reporting, and oversee the implementation of appropriate remediation actions.
- Represent ICS at the Cross-Government Business Continuity Forum as the Business Continuity SME.
- Provide clear, accurate progress updates and performance reporting to customers and governance forums.
- Manage the contract for the ICS emergency notification system.
- Oversee the management of the ICS DSU Duty Officer function, ensuring the delivery of a 24/7 on-call security capability, including occasional participation in the on-call rota (with allowance).
- Lead and support a small team, creating an inclusive environment and working collaboratively to set clear objectives and support their ongoing development and performance.
- Provide assurance on the effectiveness of business continuity arrangements through reviews, exercises and reporting to governance forums.
- The responsibilities of this role may evolve in line with business needs.
As a line manager, you will be responsible for working with your members of staff to define their objectives, as well as managing their development and performance.
Essential criteria
- Demonstrable expertise across the full Business Continuity Management lifecycle (BIA, continuity strategies, planning, exercising and continual improvement).
- Strong organisational and prioritisation skills, able to manage multiple activities and stakeholders concurrently.
- Ability to work at pace and adapt quickly to changing priorities and customer needs.
- Excellent verbal and written communication skills, with the ability to explain complex requirements, risks, and subject-specific information to both technical and non-technical audiences at all levels.
- Excellent stakeholder management skills with the ability to build strong networks, and influence and motivate at all levels and comfortable managing upwards.
- A strong track record of engaging, advising, influencing and communicating across an organisation or network, whilst projecting credibility and self-assurance.
- Excellent strategic, problem-solving, and analytical skills.
- Ability to think through hypothetical situations and concepts and to identify risks and weaknesses in various business processes.
Desirable criteria
- Demonstrable experience of working within a government department or similar complex organisation.
- Experience of using project and programme management tools to deliver outcomes
- Memberships: CBCI or MBCI (or willingness to work towards professional accreditation).

Office attendance
The Department operates a discretionary hybrid working policy, which provides for a combination of working hours from your place of work and from your home in the UK.
