Job summary
The Resourcing Consultant role sits within the Strategic Resourcing Team (SR), focusing on delivering people-centred outcomes that enable the UK Statistics Authority (UKSA) and the Analysis Function to develop and deliver statistics for the public good.
The Strategic Resourcing team is part of the People and PlacesDirectorate (PPD), which provides key organisational support including HR Business Partnering, Organisational Development and Design, Diversity, Inclusion and Wellbeing, People Capability, and Property Services.
The purpose of People and Places Division (PPD) is to enable the UK Statistics Authority (UKSA) and the Office for National Statistics (ONS) to deliver their business strategy by putting the People and Places Division the forefront of implementing industry-leading, game-changing people practices.
Job description
You will lead the proactive delivery of high-quality, tailored resourcing services, enabling hiring managers to meet their recruitment needs efficiently and successfully at the first attempt. This includes supporting internal and external recruitment as well as wider people services.
You will play a key role in the Strategic Resourcing service, continuously improving practices to ensure a user-focused approach. You will ensure all activity aligns with Civil Service and ONS frameworks, standards, and policies.
As a subject matter expert, you will stay up to date with best practice and emerging trends in resourcing, applying this knowledge to enhance processes and sharing expertise across teams.
Due to the nature of the role, part-time hours can be accommodated, however, these hours will need to be spread across at least four working days.Key Responsibilities
To include but not limited to:
- Responsible for ensuring all work complies with Civil Service rules and the latest ONS policies/procedures.
- Responsible for providing a pro-active and innovative responses to resourcing or people operation requests/requirements.
- Accountable for owning, managing, and effectively delivering resourcing requirements, cases and projects as/when assigned (please see further details in the table below relating to key responsibilities by teams within the service).
- Responsible for horizon scanning and keeping abreast of the latest resourcing trends/constraints both internally and externally e.g. UK labour market.
- Variety of administrative tasks to maintain service delivery, including communications with internal and external stakeholders.
- Working flexibly across all Strategic Resourcing teams to support where needed.
- Responsible for ensuring the Strategic Resourcing service runs in a consistent and effective manner, with the customer (internal/external) at the heart of the service.
- Support with the development of the evolving Strategic Resourcing strategy.
- Responsible for the successful delivery of project work when assigned.
- Responsible for supporting outreach work and other equivalent initiatives.
- Responsible for providing Management Information (MI) and reporting to senior SR colleagues in order to shape priorities and resource management, including ad-hoc requests.
- Responsible for the production of briefing papers that cover the scope of this role.
Person specification
Essential Criteria
- Proven experience in leading and delivering end-to-end recruitment campaigns, whilst ensuring a user-centred and high-quality service.
- Able to demonstrate resilience and adaptability, effectively managing competing priorities and delivering high-quality outcomes at pace within a dynamic and evolving environment.
- Understanding of the HR and business landscape, with the ability to balance organisational needs, interpret workforce data, and develop pragmatic resourcing and workforce planning solutions.
- Excellent interpersonal and communication skills (both verbal and written) with a proven record of establishing, building, and maintaining strong, collaborative and productive relationships across functional and organisational boundaries.
- Strong organisational skills, with the ability to plan and prioritise multiple activities, respond decisively to challenges, and deliver results to tight deadlines.
- Ability to lead a team, taking responsibility and accountability for developing recruitment skills and delivering successful recruitment campaigns.

Application Step 1: Online Civil Service Judgement Test.
Upon submission of Part 1 of your application form you will be sent an invitation to complete an online Civil Service Judgement test. There will be full instructions on how to complete the test including an opportunity to practice before undertaking the actual test. The test is not time limited. If you fail the test your application will not proceed to the next stage.
Application Step 2: Submission of Job History and Personal Statement.
If you pass the online judgement test for this vacancy, you will be invited to complete the final step of your application, this is where you will be required to provide information such as your work history and personal statement.
For your personal statement you are required to provide evidence for each essential skill criterion listed in the person specification. As these criteria are scored, it is advisable to give clear examples for each one, including the impact of your actions, ideally utilising the STAR technique (Situation, Task, Action, Result).
