Are you an experienced risk professional who enjoys working with senior leaders, providing constructive challenge and turning complex information into clear, actionable insight?

We're looking for a Risk Business Partner to join our Second Line Risk & Resilience team. You'll play an influential role in helping HM Land Registry understand and manage its most significant risks, supporting informed decision-making and the delivery of our strategic objectives.

Working closely with Directors and senior leadership teams, you'll provide independent advice, challenge existing thinking and help colleagues understand the balance between risk and opportunity.

This is an opportunity to influence decisions across a complex national organisation, strengthen its risk culture and help ensure that risk management is a valuable part of decision-making rather than simply a compliance exercise.

Job description

This is an influential role at the heart of HMLR's risk management framework.

As a Risk Business Partner, you'll be a trusted adviser to designated business areas, building strong relationships with senior leaders and supporting them to identify, assess and manage risks effectively.

You'll help leaders understand their risk exposure, apply HM Land Registry's risk appetite and evaluate the effectiveness of controls and mitigating actions. You'll provide independent, evidence-based challenge, helping ensure that significant risks receive appropriate management attention and are escalated when necessary.

A key part of your role will be turning information into insight. You'll bring together risk assessments, performance information, Key Risk Indicators and assurance findings to identify emerging threats, changing risk exposures and potential weaknesses in controls.

Your work will contribute to risk reporting, deep dives and discussions at senior governance forums, including Executive and Board-level committees, helping inform important organisational decisions.

You'll also champion a positive risk culture, coaching colleagues, sharing good practice and working collaboratively across HM Land Registry and the wider Government Risk Profession to improve our approach to risk management.

This is a role where your professional judgement, analytical skills and ability to influence others will make a meaningful contribution to the organisation.

Person specification

We're looking for an experienced risk professional who combines strong technical knowledge with excellent analytical, communication and influencing skills. You'll be comfortable working with senior leaders, providing constructive challenge and translating complex risk information into practical advice.

To be successful in this role, you will be assessed on:

· Risk management expertise: Strong practical knowledge and experience of identifying, assessing and managing risks and controls within a complex organisation.

· Influencing and constructive challenge: Experience of advising senior stakeholders, building trusted relationships and providing independent, evidence-based advice and challenge.

· Analytical thinking and judgement: The ability to interpret and combine qualitative and quantitative information, identify emerging risks and control weaknesses, and draw meaningful conclusions.

· Communication and insight: Experience of producing clear, concise analysis and briefings for senior decision-makers and communicating complex information to different audiences.

· Collaboration and relationship management: The ability to work effectively across organisational boundaries, influence outcomes and deliver through others without direct authority.

· Adaptability and delivery: Experience of managing competing priorities and delivering high-quality work in a changing and sometimes ambiguous environment.


Experience of applying risk appetite to decision-making, assessing control effectiveness and assurance, or using Key Risk Indicators and performance information to provide risk insight would be an advantage.
