
Rough Sleeping Outreach Worker (Complex Women's Navigator)

The Housing and Homelessness Service is a very busy environment and faces several challenges to meet the housing needs of citizens of Coventry. The team have grown significantly during the last 12 months and this reflects the fact that Housing & Homelessness are now a key council priority.
The team are responsible for the delivery of the following service functions:
Provision of the statutory homeless service
Provision of temporary accommodation
Management of the housing register
Co-ordination of support to citizens rough sleeping
Commissioning of homeless services, and
Responsibility for housing strategy
The Council has a strategic vision that is clearly set out in both the Housing & Homelessness and the Rough Sleeping Strategies which were both approved in 2019.
By becoming part of an expanding team who are focused on preventing households from becoming homeless as well as providing tailored support and interventions when someone does become homeless this is a fantastic opportunity to make a real difference to some of the most vulnerable people in our city.
What is the job role?As a Women’s Complex Needs Outreach Worker, you will be part of a supportive and experienced team of outreach and in-reach workers dedicated to ending rough sleeping. Together, you will build trusting relationships with women experiencing homelessness, taking the time to understand their individual circumstances, strengths and aspirations.
You will work alongside women to navigate housing, health, criminal justice and support services, helping them overcome the barriers that have contributed to their homelessness. Through persistent, trauma-informed support, you will empower women to build their confidence, develop independent living skills and create lasting positive change. Your role is not only to help women move away from rough sleeping, but to support them in building fulfilling lives and reducing the likelihood of returning to homelessness.
Housing and homelessness knowledge is not essential; we are looking for someone who can build strong professional relationships and provide effective support to women with complex needs.
This post is exempted under the Rehabilitation of Offenders Act 1974 and as such appointment to this post will be conditional upon the receipt of a satisfactory response to a check of police records via Disclosure and Barring Service (DBS).

We’re looking for someone who will
- Build trusting, trauma-informed relationships with women who are rough sleeping or at risk of rough sleeping.
- Take support to where women are, engaging them on the streets and in other locations where they feel safe.
- Support women to move away from rough sleeping and successfully settle into accommodation.
- Work alongside women to address the issues that matter most to them, including housing, physical and mental health, substance dependency, domestic abuse, finances, social isolation and family relationships.
- Navigate and advocate across housing, health, criminal justice and support services, helping women access the right support at the right time.
- Coordinate with partner agencies to bring services to women, reducing barriers to engagement and ensuring support is accessible.
- Develop personalised support plans that build on each woman’s strengths, aspirations and goals.
- Empower women to increase their independence, confidence and resilience, enabling them to make informed choices about their lives.
- Work collaboratively with housing providers, health professionals, local authorities, voluntary organisations and other partners to achieve positive outcomes.
- Maintain accurate records, assess risk, safeguard vulnerable adults and contribute to a positive, flexible and supportive outreach team.
