
Security Control Room Manager
Job summary
The Security Control Room (SCR) is a central hub pivotal position within the Security Department, playing a critical role in safeguarding everyone on the estate.
The primary purpose of this position is to ensure the safety and security of all stakeholders through the effective management and coordination of security and communication systems. Having two dedicated managers within the SCR provides greater control accountability and autonomy for our highly trained operators, who understand the unique demands of this environment.
The successful candidate will work in a modern purpose built control room equipped with recently upgraded, high specification CCTV system and front-end alarm handling system.
Beyond routine operational a key responsibility will be to lead and coordinate responses to emergency situations providing clear, calm, and decisive direction to operational teams and stakeholders, and ensuring accurate handover of information to senior management.
The role of the CCTV control room manager is a developing role which will give the successful candidate the opportunity to help formulate strategy and procedures on key aspects of the role. The shift patterns for this role are based on Monday to Friday 7.00 - 15.30 or 13.30 - 20.00 but could include some weekend/late working to accommodate functions or major events.
Job description
- Management – as the supervisor of the security control room, you are expected to manage the area, maintaining standards, effective communication lines and ensuring processes and policies are relevant, accessible and adhered too.
- Own the environment- ensure the SCR is well laid out, clean and tidy with everything in place and easily accessible in an emergency.
- Maintaining Operational Standards – ensure that all SCR operators are trained to an acceptable standard and well prepared for dealing with both routine occurrences and emergencies. As the Security Control Room Supervisor, you will be expected to plan, co-ordinate, deliver and assess all training requirements relating to SCR activities.
- Operational Communication – As the supervisor in the SCR you would be required to be the operational management link between the SCR, the team leaders front facing security officers and the Police. You must ensure that resources are effectively utilised and deployed, considering safety requirements, team implications and financial constraints
- Overview - Act as a central point to gather, disseminate and record all relevant data. Understand security risks and monitor activity, liaising closely with security managers to highlight any risk or threat to ensure that business is not disrupted.
- CCTV system – take the lead to operate, monitor, evaluate and maintain CCTV systems ensuring visual images are always at optimal quality. When appropriate, SCR operators may be required to review and record images. All activities must be completed ensuring compliance with data protection act and the ICO guidance.
- Security Alarm system- Reaction and investigation of security alarms and implementation of security investigation protocols.
- Fire Alarm system - Reaction and investigation of alarms and implementation of evacuation and business continuity procedures as specified in relevant plans.
- Radio Communication - Operate base station located in the Security Control Room in a professional manner in accordance with the Radio use policy, ensuring all call signs are logged and adhered too.
- System Improvements- challenge existing infrastructure and technologies, bringing experience to recommend improvements, develop clear and costed business cases for new equipment considering risk, reward and financial impacts
- General Communication – act as central point of communication for all security staff and stakeholders. Liaise with customers to ensure effective provision of security services. Ensure all security information is effectively disseminated
- Access Control (Security Barrier operations) – Work with security officers to operate the Security Barriers (Pierhead and Ty Hywel) in a safe and secure manner.
- Security Incident Response - provide a central point of contact for security managers during a security incident. To provide relevant information to assist security managers to deploy resources effectively and to ensure all relevant information is logged and shared.
- Fault Reporting- Manage all faults and reports, ensuring the SCR stays operational. this includes liaison with EFM, supplier and contractors- Complete and submit fault reports as required. In consultation with the SMT to follow through on any issues, setting dates for completion and ensuring work is completed. Maintain a fault register and escalate any issues
- Agency Partnering- daily intelligence linking and liaison and cooperation with the Senedd Policing Unit (South Wales Police). Work with local partners to build networks, promoting the Senedd security team and ensuring best practice within the SCR.
- Assist the Police in respect of preparation of evidence and other activities associated with attendance at Court as a witness
- Operation Lightning- Identify, report and record suspicious persons or behaviour (in accordance with Operation Lightning). Train other security staff in operation lightning.
- Operation Morten- SCR response to bomb threat or suspicious packages as per guidance in Operation Morten. Work with various stakeholders to ensure a professional and effective response.
- SCR Log- Maintain a comprehensive SCR Log including information on all communications, occurrences, requests and incidents (in line with the SCR Log guidance notes).
- Incident Reporting- Manage the completion and submission of detailed incident reports from the SCR. Collate incident reports, produce figures & statistics and ensure actions are closed out.
- Training- Act as the primary trainer, co-ordinating the professional development or exercises linked to the SCR.
- Documentation- Take full control of all documentation and maintain accurate records with regards to work processes and to keep up to date with all relevant policies and procedures. In consultation with the SMT draft and maintaining of operational SCR policies.
- SCR Security – Ensure the SCR is always a secure environment and is restricted to authorised personnel only. Control all access logs, scrutinising access and reporting & investigating breaches
- Escalation- take the lead in initial incident management then as appropriate, report any urgent or serious incidents, breaches or failures to the Security Operations Managers or Head of Security as appropriate.
- Ensure appropriate resourcing of the SCR- link with the Security team leaders to ensure appropriate resources are in place within the SCR balancing risk, operational needs and financial constraints
- Risk Management- work with senior managers to consider the security risk profile, assessing risks and ensuring appropriate mitigation is in place
- Others- undertake any other duties that are necessary within the Security Control room or security department. This could include assisting other security managers in their role.
Person specification
Job Specific criteria:
- Proven experience in managing security operations within a Control Room or similar environment.
- Competent in using modern security systems including , CCTV, Alarms and Access Control Systems or a proven ability to adapt and grasp operating new software platforms.
- Demonstrated ability to manage and respond effectively to emergency situations identifying critical issues quickly and accurately.
- Excellent communication skills able to remain calm clear and articulate under pressure.
- Experience of working with confidential and sensitive information, with an understanding of the principals of data protection and the GDPR regulations
