The Detention Services Security Team (DSST) plays a critical role in safeguarding the detention estate by providing independent second-line assurance across Intelligence, Security, Use of Force (UoF), Health and Safety, and Violence Reduction functions.

DSST works closely with Detention Services (DS) Compliance Teams, Contracted Service Providers (CSPs), and operational partners to ensure Immigration Removal Centres (IRCs) are operated safely, securely, and in accordance with Home Office policy, contractual obligations, legislative requirements, and professional standards.

Job description

As a Security Risk and Assurance Manager within DSST, you will play a key role in delivering assurance activity across the detention estate, leading workstreams, managing projects, and supporting the delivery of national priorities. You will build and maintain effective relationships with a broad range of internal and external stakeholders, providing expert advice and challenge where required.

A key element of this role is providing end to end oversight of the Excessive Disruptive Behaviour (EDB) process, ensuring cases are managed and progressed effectively, consistently, and within agreed timescales. You will act as the lead for EDB governance, supporting decision making and ensuring robust assurance and risk management processes are in place.

The successful candidate will also contribute to wider DSST priorities through reviews, assurance activity, analysis of intelligence and operational data, and the delivery of projects aimed at improving safety, security and compliance across the detention estate.

Key Responsibilities

• Lead the administration, governance and continuous improvement of the EDB process, ensuring referrals are managed effectively, proportionately and within agreed standards, with accurate records and audit trails.
• Lead DSST workstreams and projects, managing priorities, delivery, risks, milestones and deadlines.
• Provide Subject Matter Expert (SME) advice, quality assure intelligence, security and UoF assessments, and ensure evidence based, impartial outcomes.
• Oversee data collection, analysis and reporting to identify risks, trends and emerging issues, producing dashboards, briefings and recommendations for senior leaders.
• Lead or contribute to IRC assurance reviews, assess compliance with policy, contractual and legislative requirements, and translate findings into actionable improvements.
• Build effective stakeholder relationships, lead engagement activities, and promote understanding of policy and best practice.
• Provide day-to-day direction, coaching and support to colleagues, fostering consistent standards, development and collaboration.

Working Pattern

Due to the business requirements of this role, it is only available on a full-time basis.

Travel

Frequent travel will be required, regular deployment to Immigration Removal Centres (IRCs) and other locations. Frequent overnight stays are required of the position.

Person specification

Essential Criteria

  • Experience of managing complex areas of work, programmes, projects or operational processes with competing priorities.
  • Excellent written and verbal communication skills, including the ability to produce high quality reports, briefings and guidance for a range of audiences.
  • Excellent stakeholder management skills with the ability to build effective relationships, influence decision making and provide constructive challenge at all levels.
  • Proven ability to analyse complex information and data, identify trends and provide clear, evidence based recommendations.
  • Ability to work independently, exercise sound judgement, and adapt to changing priorities while maintaining high standards of performance and professionalism.
  • Experience within intelligence, security, law enforcement, detention or immigration environments.

Desirable Criteria

  • Experience conducting audit, assurance, compliance or quality review activities.
  • Experience applying risk management and governance frameworks.

Driving Licence

Due to the nature of the work and the geographical area, driving is a key requirement for this role. It is essential you hold a full valid UK manual/automatic driving licence at the time of application.

2. Sift – From 27th October 2026.

The sift will be held on the Personal Statement and CV.

Should a high volume of applications be received, an initial sift will be conducted on the Personal Statement.

Candidates who pass the initial sift will then be progressed to a full sift that will consist of all the remaining elements submitted (CV).

Candidates who fail to meet the minimum pass score for the initial sift will not have their remaining submitted elements scored and will only receive a sift score for that assessed at the initial sift.

3. Interview – From 17th November 2026.

If you are successful at sift stage, you will be invited to an interview that will be Behaviours (as listed in the job advert) and Strength based questions.

All Behaviours listed in the selection process will be scored at the interview.
