The Office for Environmental Protection (the OEP) mission is to protect and recover the environment. Created by the Environment Act 2021, our role is to hold Government and public bodies to account. The OEP do this in several ways including reporting on progress against environmental targets, advising on changes to environmental laws and receiving complaints from the public which can lead to us taking enforcement action.
This role is based within the OEP’s Insights Directorate which leads on progressing our strategic objective of holding governments to account for delivery of environmental goals and targets, in accordance with Environmental Improvement Plans. The scope of our work is broad. Alongside analysing and commissioning scientific evidence on the natural environment, understanding policy is a key aspect of assessing how government is addressing its commitments and meeting its targets.
The issue of chemical pollution is an emerging priority within the OEP. This role will build upon our work to date to aid us in further building the evidence base so we can act purposefully and wisely.

Job description
Chemical use is essential. However chemical pollution, resulting from the release of harmful substances into the environment, poses significant threats to both ecosystems and human health.
We have undertaken projects on emerging pollutants, pesticides and chemical regulation which have fed into our assessment of the English and NI Environmental Improvement Plans. We are looking for an individual to support the development of our chemicals work, and to build upon our current review of chemicals pathways to identify the areas where we could have most impact.
The role holder will use their comprehensive understanding of the chemical regulatory landscape to support the development of a chemicals programme.
Key areas we expect the role-holder will support include:
- Translating analysis, as well as their own knowledge and experience, into policy relevant recommendations for a programme of work to improve the current regulatory and governance framework.
- Engaging with and managing relationships with experts, stakeholders and contractors from a wide range of disciplines.
- Overseeing delivery of an externally contracted project on chemical pathways

Person specification
- Educated to degree or equivalent level in a relevant subject, such as environmental (natural or social) sciences, chemistry, chemical engineering or a related scientific discipline or equivalent relevant experience.
- Excellent working knowledge of EU and/or UK chemicals policies and regulations, e.g. REACH, CLP, POPs, PPP Regulation, Veterinary Medicines Regulations, or experience in chemicals risk assessment
- Demonstrable research skills and experience. This may be via collection and analysis of data, summarising and critically evaluating literature, stakeholder interviewing.
- Ability to think and operate at the science-policy interface, using the best available evidence to inform decision-making and recommendations.
- Excellent communication and interpersonal skills, with the ability to communicate complex analysis clearly and confidently, verbally and in writing for multiple audiences.
- Excellent project management and organisational skills.

Sift

Salary
New entrants are expected to start on the minimum of the pay band.
Location and Office Attendance
All OEP roles are based in Worcester and/ or Northern Ireland.
All GB employees will be contractually based at the Worcester office. The OEP embraces a blended working model and supports a combination of office and home working which will be dependent on business need and individual circumstances. Our current office attendance approach requires 40% attendance in one of the OEP offices or on official OEP business at offsite meetings with partners and customers. This approach enables thriving workplaces to connect with colleagues, as required by their role and business team needs balanced with personal flexibility and choice.
Employees based in Northern Ireland will be contractually home based. There will be an expectation of travel to Worcester but this will be dependent on business need and individual circumstances. As a guideline, it’s envisaged that travel to Worcester would be between 4 and 6 times a year, fully funded by the OEP. However, travel will be a 2-way commitment, with other OEP staff members being expected to travel to NI at a similar frequency. Northern Ireland based staff currently have access to a touch down space in Belfast to enable collaborative working.
