About the Role:

An exciting opportunity has arisen for a Senior Buildings Officer to join our expanding Assets and Facilities Directorate. Working within the Assets & Investment Directorate you will act as the Council’s specialist advisor, responsible person and budget holder for operational facilities management.

You will will assist the Facilities Manager to ensure the Council is adhering to health and safety compliance across all compliance and best practice areas of:

  • Asbestos
  • Gas
  • Electric
  • Fire Safety
  • Water Hygiene
  • CDM
  • LOLER

Overseeing and managing the Buildings Officers, you will help to ensure, with technical knowledge and experience, that Brentwood Borough Council and Rochford District Council manages its corporate owned properties in accordance with legislative requirements and best practice to provide the highest level of assurance on compliance to provide safe properties for tenants and visitors alike.

In addition you will assist the Facilities Manager in ensuring a robust response is delivered in addressing repairs and maintenance issues and proactive steps are taken to ensure mitigate the risk of these issues arising in the future.

About the candidate:

You will be a skilled and technically proficient professional with an understanding of statutory and non‑statutory compliance across key health and safety areas, including asbestos, gas, electrical safety, fire safety, water hygiene, CDM and LOLER. You will have strong analytical abilities, sound judgement and the confidence to interpret survey results, oversee remedial actions and ensure all corporate properties meet legislative requirements and best practice standards.

You will be meticulous in maintaining accurate records, managing certification, updating compliance databases and ensuring that all works are completed safely, efficiently and within required timescales.

Equally important is your ability to lead and support the Buildings Officers reporting to you, providing day-to-day oversight, technical guidance and a proactive approach to repairs, maintenance and planned works. You will be an effective communicator who can build strong relationships with contractors, internal stakeholders and external bodies, ensuring transparency, accountability and high levels of assurance.

With a collaborative mindset and the ability to manage risk, budgets and competing priorities, you will help the Council deliver safe, compliant and well maintained properties for tenants, staff and visitors while contributing to long term service improvement and resilience.
