Job description
The Government Digital Service is looking for senior business analysts to join The GOV.UK One Login Programme. This programme represents a once in a generation opportunity to simplify and widen access to all digital government services. Sitting at the heart of the government, we are building one simple, safe and secure way for users to Log in and prove who they are that will work across all government services.
GOV.UK One Login is being designed and built for the many, not the few. It will unite services across government, revolutionising the way government departments digitally interact with users. One Login will deliver an accessible and essential function that will change lives and help millions.

As a Senior Business Analyst you'll:
- standardise and govern analysis frameworks across multiple agile delivery pods or cross-cutting platform streams, champion agile practices at scale, establishing and embedding programme-wide quality gates (such as Definitions of Ready and Discovery Exit Criteria) to systematically eliminate delivery friction
- architect the macro-level process maps, system interactions, and data-flow strategies required to transform platform capabilities. You will identify systemic inefficiencies across the wider ecosystem, driving structural optimisations that accelerate complex tenant onboarding and ensure massive scalability
- direct high-profile, critical strategic analysis initiatives across ambiguous or high-risk platform domains, you will formulate authoritative, evidence-based options and recommendations for senior leadership, defining the long-term technical feasibility and architectural impact for capabilities like identity verification, account recovery, and multi-role context switching
- establish the governance, standards, and methodologies for how business needs, user needs, and requirements are defined and managed across the platform, you will ensure all product epics, features, and non-functional requirements (security, fraud signals, performance) maintain absolute technical rigor and unassailable acceptance criteria
- act as an authority on digital and data systems analysis across, diagnosing complex system behaviors and macro architectural gaps, you will lead the synthesis of product analytics, system performance data, and threat intelligence to mitigate platform risks and steer product strategy
- strategically negotiate and manage highly sensitive, complex relationships with senior internal leaders and external cross-government stakeholders, you will authoritatively define and agree on the scope boundaries between One Login's core platform proposition and tenant infrastructure, successfully resolving competing departmental priorities

Person specification
We’re interested in people who have:
- lead process analysis and evaluation to define business performance problems and opportunities. A proven track record of architecting intricate logical frameworks and establishing technical standards for complex, large-scale software projects (e.g. identity verification architecture, cryptographic security signals and platform APIs)
- lead and define the approach to managing artefacts and ensuring traceability, using GDS Service Standards to help enforce 'Definition of Ready' and 'Discovery Exit Criteria' and ensure delivery standards
- conduct advanced systems analysis, creating models and diagrams that represent complex and large scale situations. Using data modeling, you can deliver high-quality requirements for complex core platform journeys. You are able to guide the selection and use of business modelling techniques to ensure consistency
- collaborate with Product Managers and Engineers to navigate complex environments, resolve competing priorities, and negotiate clear scope boundaries
- use product analytics, performance metrics, and user research to drive innovation, identify platform risks, and inform strategic roadmaps. Create and support others in the creation of system and data models and documentation
- recommend the value of testing and apply the relevant tools and techniques to ensure test validity, taking a user-centred approach to reviewing prototypes, test plans and outcomes reporting

Office attendance
The Department operates a discretionary hybrid working policy, which provides for a combination of working hours from your place of work and from your home in the UK. The current expectation for staff is to attend the office or non-home based location for 40-60% of the time over the accounting period.
DSIT does not normally offer full home working (i.e. working at home); but we do offer a variety of flexible working options (including occasionally working from home).

The standard selection process for roles at GDS consists of:
- a simple application screening process - We only ask for a CV and cover letter of up to 750 words. Important tip - please ensure that your cover letter includes how you meet the skills and experience listed in the “person specification” section above
- a 40 minute combined video screening and technical assessment conducted over Google Meet
- a 60 minute video interview conducted over Google Meet
Depending on how many applications we get, there might also be an extra stage before the video interview, for example a phone interview or a technical exercise.
In the event we receive a high volume of applications, we will conduct the initial sift against the lead criteria which is:
- expert-level experience directing and shaping business analysis strategies across highly complex, large-scale software platforms, possess a proven track record of architecting intricate logical frameworks, cross-platform system integrations, and non-functional dependencies (e.g., identity verification architecture, cryptographic security signals, and platform APIs), establishing the technical standards that steer multiple delivery teams

Candidates that do not pass the interview but have demonstrated an acceptable standard may be considered for similar roles at a lower grade.
