About The Role
Are you a highly organised and proactive individual with a passion for public safety and customer service? We have an exciting and high-profile opportunity for a Senior Civil Enforcement Officer to join our Parking Services Team on a fixed term basis. Based at the Civic Centre in Addlestone's regenerated town centre, you'll play a key role in ensuring the effective and efficient management of off-street parking across the Borough.
The Role
As a Senior Civil Enforcement Officer, you will be responsible for the day-to-day operational management of the Civil Enforcement Team. You will work on a rota basis, ensuring public safety and encouraging considerate parking by taking appropriate action against illegally parked vehicles. Your primary goal is to minimize disruption for other drivers and ensure fair use of the Council's car parks.
In addition to your enforcement duties, you'll handle more complex inquiries, informal challenges, and first-stage complaints from the public. You will also work closely with the Customer Services and Parking Manager to drive business transformation, challenge existing service delivery models, and champion new ideas to improve our service.
This role requires you to be out of the office for the majority of your time, so you must be a self-starter who can work on your own initiative with minimal supervision. You will be expected to meet strict deadlines and collaborate effectively with your team.

Key Requirements:
- A flexible and adaptable approach to work.
- The ability to learn and apply complex legislation, such as the Traffic Management Act (previous knowledge is desirable but not essential).
- Experience with various IT systems and strong IT literacy.
- Good numerical reasoning skills.
- Experience in customer-relationship management.
- A willingness to collaborate on innovative working methods and drive service improvements.
- The ability to work independently to strict deadlines with minimal supervision.
Working Hours
This is a full-time position requiring 37 hours per week. The work schedule operates on a rota basis, Monday to Sunday, including Bank Holidays, between the hours of 7:00 a.m. and 9:00 p.m. A flexible approach to these hours is essential for the role.

About You
We are looking for a self motivated and approachable individual to join our parking team. We are looking for exceptional candidates with a range of skills including:
- Knowledge of the Traffic Management Act 2004 (TMA 2004), including Part 6 concerning civil enforcement of traffic contraventions, and its practical application in a local authority context.
- Familiarity with the process for issuing and cancelling Penalty Charge Notices (PCNs), including the grounds for representation and appeal
- Familiarity with the Road Traffic Act as it pertains to civil enforcement duties
- Previous employment as a Civil Enforcement Officer, Parking Attendant or Traffic Warden
- Good GCSE grades or equivalent including English and Maths
- Good verbal and written communication skills
- Full driving licence
