Job Description Summary:

This is a Full Time, Permanent Position.

ROLE AND PURPOSE

To work as part of a multi disciplinary team involved in discharging the City Council’s functions and commitments in relation to managing the Highway Network and improving local environmental quality. Investigating civil parking offences, offences relating to the highways and to tackle anti-social behaviour and to undertake enforcement action against perpetrators within parking, environmental, highways and anti-social behaviour legislation and/or other appropriate powers.

To lead a team of Civil Enforcement Officers, assisting in note taking in meetings involving staff, undertake spot checks on staff that are deployed as directed. Take responsibility for the Civil Enforcement Officers that are deployed on street at the direction of the management team. Open or close the operation base and various Multi Story Car Parks as directed.

PRINCIPAL ACCOUNTABILITIES:
1. To undertake on a daily basis pro-active inspections/investigations in relation to offences concerning parking, environmental issues, highways and anti-social behaviour. Determine how best to deal with and proceed with investigations and appropriate enforcement action (e.g. advice, guidance, warning notices, fixed penalty notices).
2. To work effectively as an individual or as part of a team in accurately recording, collating, preparing and producing correspondence, records, files and data, including the use of a range of IT systems and applications.
3. To undertake routine patrols in order to issue parking Penalty Charge Notices , whilst accurately recording, collating, disseminating information and intelligence and the preparation of evidence to a high standard. Make decisions to determine appropriate enforcement action on the basis of evidence obtained in context with service area policies and procedures to ensure a constant high quality service and to comply with the Council’s enforcement policy.
4. The post holder will have access to information of a confidential nature which must be handled responsibly and particularly within the requirements of legislation covering Data Protection, Freedom of Information and other appropriate requirements dictated by rules governing the collection and storage of evidence for legal proceedings.
5. To maintain an up to date working knowledge of all appropriate legislation relating to civil and criminal law relating to a post of this nature, and to have a knowledge of internal policy relating to Civil Parking Enforcement, environmental crime and highway enforcement. To make decisions in relation to complaints on a daily basis on their own initiative, as to how best to deal with and proceed with investigations, and the lines of enquiry.
6. To provide advice, guidance and information, as and when required, to members of the public and business community.
7. To work, on a day to day basis, with people who can display aggressive, challenging or emotionally demanding behaviour and to deal with this calmly, rationally and assertively in line with Council policies/procedures and to establish practical solutions and negotiate where possible informal solutions to avoid the need for enforcement action
8. To undertake appropriate risk management assessments of situations to ensure that personal risk (and/or risk to others) is minimised and effectively managed.
9. To prioritise workloads and make enforcement decisions, in a climate of conflicting priorities (both professional and political) and demands, whilst meeting necessary timescales/deadlines as required by legislation. Decides on the recording, evaluation, interpretation and dissemination of information and intelligence received.
10. To liaise as required with other internal service areas, external agencies, private companies, consultants and private individuals on a regular basis to provide a constant high quality of service.
11. To be able to work anti-social hours, away from local authority premises.
12. The Health and Safety at Work etc. Act 1974 and associated legislation places responsibilities for health and safety on Hull City Council, as your employer and you as an employee of the council. In addition to the Councils overall duties, the post holder has personal responsibility for their own health & safety and that of other employees; additional and more specific responsibilities are identified in the Council’s Corporate H&S policy.
13. To open and close the Multi Story Car Parks as directed and ensure they are fit for purpose including site safety check.
14. Lead a team of Civil Enforcement Officers (CEOs), carry out regular spot checks on equipment and pocket books while deployed. Assist with note taking at various meeting involving members of their team.
15. Take responsibility for the operation as directed by management to include base radio, opening or closing the operation, emergency control and response. Appraise the management of any on street issues or problems
16. To provide the first point of response to service requests and emergency response for CEOs on street
17. A full driving license is needed to drive staff members to schools during term time for zig zag enforcements, weekends and evenings staff may be on zones that require a senior to drop them off at the location. Cone bookings throughout the city require a Senior CEO to deploy cones at the requested location from the van.
18. During emergencies or unforeseen circumstances seniors are required to attend incidents away from the city centre in the van as a first response measure. When working on the late shift, extreme weather or as requested seniors who are mobile would be required to drive the van with a small team of enforcement officers to cover a wider area of the city.
