Reporting to the Head of Debt Management, the Senior Debt Operations Manager leads the operational delivery of Companies House financial penalty schemes. The role owns performance of the third-party debt contract, drives data-led improvements to debt strategy and works closely with Enforcement, Finance and cross-government partners to ensure effective, value-for-money debt recovery.
The debt management function is part of the Core Finance team within the Finance and Commercial directorate. Working closely with our Finance Systems and Data team and the Compliance and Enforcement team to ensure that the penalty schemes are effectively managed operationally. The Economic Crime and Corporate Transparency Act (2023) will reform the role of Companies House and improve transparency over UK companies and other legal entities. The Act introduces the biggest changes to Companies House since corporate registrations were established in 1844 and enables us to play a much stronger role in making the UK a great place to do business. This has resulted in Companies House using its powers to issue new financial penalties.

Job description
As Senior Debt Collections Manager, you will lead the financial operations of the Companies House penalty scheme, ensuring efficient, compliant, and high-performing debt collection processes. This role combines strategic oversight with hands-on leadership—managing supplier performance, driving continuous improvement, and maintaining robust internal controls. You’ll work closely with internal teams, commercial partners, and government bodies, influencing operational decisions and shaping debt strategy to deliver optimum outcomes.
In this role you will:
- Lead operational delivery of Companies House financial penalty schemes
Provides direct leadership to the penalty scheme operations team, setting clear direction, supporting high performance and ensuring consistently high standards of service delivery across all debt collection activity.
- Own third-party debt collection contract performance
Lead the management of the external debt collection contract, using management information (MI) and performance data to monitor, challenge and optimise supplier delivery. Regularly review KPIs to ensure value for money and strong outcomes for Companies House.
- Stakeholder engagement and collaboration
Build and maintain strong relationships with a wide range of internal and external stakeholders. Advise on, and implement, the operational impacts of business change and legislative developments. Key stakeholders include Finance Systems and Data, Compliance and Enforcement teams, operational colleagues, commercial suppliers and cross-government partners.
- Risk Management and Internal Controls
Implement, monitor and periodically review internal controls to ensure debt collection activity is effective, compliant and well-governed. Support the ongoing review and development of the Companies House Debt Strategy.
- Drive Continuous improvement
Identify opportunities to improve processes, controls and ways of working. Lead and embed improvements that enhance efficiency, effectiveness and customer outcomes across the debt management lifecycle.
- Cross-government engagement
Represent Companies House in cross-government debt forums and working groups, sharing best practice and ensuring alignment with Government Debt Functional Standards.
Person specification
We’re looking for the following skills and experience which will be assessed at sift and interview stage.
- Demonstrated understanding of the debt recovery process with significant experience gained in a senior operational role in private or public sector.
- A strong stakeholder manager you will have the ability to build and establish positive relationships with a range of stakeholders to support the delivery of an effective debt management strategy.
- Good interpersonal skills and communication skills.
- Desirable for the individual to be experienced in managing the effectiveness of a contract with experience of establishing and reviewing KPI’s to give optimum outcomes for CH.
- This role may particularly appeal to those with previous exposure to accountancy environments or studies

Where will you be working?
You will be aligned to our Cardiff office, where you will be expected to attend on a regular basis. We are currently using a hybrid approach to the way we work which provides opportunities for you to be adaptable in the way you work so that you can achieve a healthy balance between your work and home life. The degree of choice you have will depend on your role and your day-to-day work activities. Your manager will agree regular patterns of attendance with you, however you may be required to make yourself available to attend the office more frequently when required to meet business needs.
