
Senior Evaluation Manager
Job summary
VisitEngland is continuing to evolve its future strategy and requires a new approach to proving its impact. The focus of the Senior Evaluation Manager is to develop logic models, evaluation frameworks, and Key Performance Indicators in order to clearly define and measure the resultant outcomes and impacts resulting from VisitEngland’s activities. This will involve close engagement with the VisitEngland team and their areas of focus.
The two areas of specific focus are:
- Demonstrating growth across the English tourism sector. In particular, the focus is on supporting the Local Visitor Economy Partnership (LVEP) programme and the Destination Delivery Partnerships. An initial evaluation of the LVEP programme has begun, and the role involves evolving this evaluation framework to show how it effects regional growth, as the LVEP programme enters its next phase.
- Specific VisitEngland Programmes such as:
- Short Term Lets programme being introduced in 2026, with mandatory registrations for all short term lets by April 2027.
- Product Development programme, working with the LVEP and regional bodies to create bookable tourism products that drive international visitors into regional economies.
- Accessibility programme which looks to reduce the barriers for those with accessibility needs.
- Regenerative Tourism programme which aims to guide businesses in how to be sustainable, but also ensure that tourism can have a positive impact on the community, leaving a place better than it was before.
- Other business support interventions, such as training programmes that help tourism businesses attract more international tourism.
Across all VisitEngland’s areas of focus the role will be to continue to work with the team to understand their strategy and activity in order to build logic models to demonstrate impact. Following this a programme of work is required to assess each area through identifying measures, developing evaluation frameworks and a set of key performance indicators. The role will require you to carry out primary research surveys and interviews, as well as locate other data sources that could be used in the evaluation frameworks. The scope of the work will be managed by the Senior Evaluation Manager and the Head of Impact and Evaluation, under direction from the England Director, the Deputy Director of VisitEngland.
