Job summary

The SIA is the organisation responsible for the regulation of private security. It is an independent, arm’s length body (ALB) of the Home Office, reporting to the Home Secretary, under the terms of the Private Security Industry Act 2001. The SIA’s purpose is protecting the public through effective regulation of the private security industry and working with partners to raise standards across the sector. Its regulatory remit covers the whole of the United Kingdom.

The SIA has two main duties: the compulsory licensing of individuals undertaking designated activities within the private security industry and the management of a voluntary Approved Contractor Scheme, which measures private security suppliers against independently assessed criteria.

SIA licensing covers security operatives who are in guarding, door supervision, close protection, cash and valuables in transit, and public space surveillance using CCTV, vehicle immobilisation (in Northern Ireland) and key holding. Licensing ensures that private security operatives are fit and proper persons who are properly trained and qualified to do their job.

Job description

Are you a commercially astute finance professional looking to influence senior decision-making and make a meaningful public sector impact?

The Security Industry Authority is seeking a Senior Finance Business Partner to join its Finance and Procurement team. This is a highly visible role in which you will work closely with budget holders, Directors, Heads of Department and the Executive Team, providing strategic financial advice, insight and constructive challenge.

Your remit will cover the SIA’s core finances and the implementation of Martyn’s Law. You will help the organisation navigate its dual funding model, strengthen financial management and support its ambition to achieve cost recovery.

Leading on budgeting, forecasting and financial management, you will oversee a portfolio of more than £50 million in resource expenditure and £7 million in capital. You will ensure forecasts are robust, identify savings opportunities, promote value for money and lead the production of management accounts, reports and financial returns.

You will also strengthen governance and financial controls, challenge business plans and help colleagues turn new requirements into effective delivery. Alongside line managing one finance colleague, you will support key finance systems and deliver training on financial best practice.

We are looking for a CCAB, CIMA or equivalently qualified professional with strong commercial and public-sector finance expertise. You will bring experience of budget management, senior level financial advice and complex stakeholder engagement, alongside excellent analytical, influencing and problem-solving skills.

Person specification

Essential

  • CCAB or CIMA qualified, or equivalent relevant professional qualification.
  • Strong financial and commercial expertise, including budget management, value for money and application of relevant public sector financial guidance.
  • Experience in providing strategic financial advice and supporting senior level decision-making.
  • Strong stakeholder management, communication and influencing skills, with the credibility to build effective relationships at senior levels.
  • Strong analytical and problem-solving capability, with the ability to work independently and deliver results.
  • Proactive and adaptable, with the ability to manage competing priorities in a changing environment.
  • Comprehensive understanding of Managing Public Money and Consolidated Budgeting Guidance or similar experience with working within financial control frameworks.

Desirable

  • Previous experience of line management of personnel (contractors and staff).
  • Previous experience of Finance Business Partnering in relation to an Arm’s Length Body or equivalent.
  • An interest in the Private Security sector and/or regulation.

Selection process details

The SIA does not use Success Profiles - please disregard any information below in relation to this.

After submission of the first stage of your application, you will be invited to complete an online Civil Service Management Judgement Test. If you successfully pass the test, you will be invited to complete the final stage of the application.

Please complete the online test as soon as possible (within 24-48 hours is recommended). The closing date for the test is 23:55 on 18th October 2026. If you fail to complete the online test before the deadline, your application will be withdrawn. Note that after passing the test, you will be required to complete the rest of the application before the closing deadline, so please allow yourself adequate time to complete the full application.

Online Test Maintenance

You will be directed to the Talogy - True Talent – Scheduled Maintenance Window Webpage for online tests during an outage.

Our online test supplier will be performing scheduled maintenance between 4.00pm and 7.00pm on 11th October 2026. You will be unable to access tests during this period.

If you are in the middle of a test when the maintenance begins, your progress will be paused. You will be able to resume your test from where you left off via your application centre once the downtime has ended. Please note that you will not be able to launch any new tests while the system is offline.

Further Information

A reserve list of successful candidates will be kept for a maximum of 12 months. Should another role become available within that period you may be offered this position.

New entrants are expected to join on the minimum of the pay band.
