An exciting opportunity has arisen at HM Land Registry (HMLR) for a Senior Internal Auditor to join our Finance and Business Services directorate. We are looking for a confident, experienced Senior Internal Auditor to play a vital role in the delivery of risk based assurance services to support HMLR’s ambition. You will support the Head of Internal Audit and your Senior Internal Audit Manager in delivering the organisation’s internal audit services, providing an assurance to the Chief Executive and Audit and Risk Committee on the effectiveness of the organisation’s governance, risk management and control frameworks.

Job description

This role will provide you with an opportunity to undertake high profile audits, and a variety of work across all parts of the organisation and contact with senior management.

You will work alongside other experienced Senior Internal Auditors, from a range of sectors and audit backgrounds, in a friendly and supportive team. There is a strong commitment to CPE and wider professional development. Your role will include:

  • Conducting a range of high-profile audit assignments, in line with Global Internal Audit Standards (GIAS) as directed by the Head of Internal Audit, Senior Internal Audit Manager and the Audit and Risk Committee. Reviewing and reporting on HMLR’s governance, risk management and control frameworks (including operational and developing activities) and contributing to insight-driven improvements.
  • Managing your own time to deliver allocated audit engagements within agreed service levels. This will include scoping the audit activity through to feeding back the conclusions and drafting final audit reports for approval and distribution to corporate stakeholders at all levels across HMLR and the Audit and Risk Committee.
  • Supporting managers throughout the organisation by responding to request for advice or help on any risk or control issues or special investigation (through membership of Boards, Panels and/or Committees) or undertaking consultancy reviews.
  • Assisting the Head of Internal Audit and Senior Internal Audit Manager in the management and development of the internal audit service, fostering a culture of continuous improvement, including development of strategy, policy and procedures.
  • Keeping abreast of both technical and professional developments, including maintaining Continuing professional education (CPE) requirements.

Person specification

To be successful in this role, you will have:

  • Significant recent internal audit experience demonstrating strong audit and assurance knowledge and expertise in line with GIAS; from scoping audit assignments, drafting terms of reference and testing strategies through to reporting findings, timely report delivery and following up on management actions.
  • Effective communication skills, both verbal and written, demonstrating ability to communicate key messages clearly and succinctly to stakeholders and senior leaders.
  • Organised and able to manage your own time and resource effectively and efficiently; proactively identify, expect and take ownership of issues that could impact on delivery of your and the wider teams’ objectives and provide options or solutions ahead of deadlines.

  • Strong analytical approach to information and data; collating sufficient, relevant information to support conclusions.

  • Strong interpersonal and influencing skills, demonstrating ability to build good relationships with a variety of stakeholders at all levels in an organisation to establish and maintain respect both professionally and personally

Due to the nature of the role some travel to other HMLR offices may occasionally be required, including overnight stays.

Qualifications

Candidates will need to demonstrate experience within the discipline of the professional audit/accountancy body detailed below, and have achieved at least one of the following:

Chartered Institute of Internal Auditors (UK & Ireland) or overseas equivalent

• CMIIA designation (or the MIIA designation where you qualified under the previous exam route and did not apply to make this chartered).
You must hold the equivalent of the MIIA designation, if you studied overseas, you should verify this with the CIIA UK & Ireland prior to submitting your application.

Or

• Internal Audit part qualified – have passed at least CIA 1, CIA 2 and CIA 3 (or PIIA under the pre-chartered route).
Or

Accountancy

• Fully or part qualified through CCAB bodies or UK overseas equivalent.
ACCA, CIPFA, ICAS and Chartered Accountants Ireland, CIMA – at least two-thirds of required exam passes
ICAEW – passes in both the Certificate and Professional levels

Please note a degree in any finance, accountancy or audit discipline does not meet qualification requirements as these do not give membership to a professional body.

This role also attracts a non-pensionable allowance in addition to the base salary (£2943 for CIA or £4709 for CMIIA and up to £8245 for an accountancy qualification)
