Job description
Working as part of the MMO’s Investigation and Enforcement Team you will act as the investigation lead in your allocated Coastal Team Area, and with national and international cases. You will be conducting investigations for suspected offending in areas the MMO has a regulatory responsibility for. These include, fisheries, nature conservation, marine licensing, wildlife, grant fraud.
In your role as Senior investigations Officer, you will oversee the completion of case files in line with criminal procedure rules and MMO investigative processes and policies. This will involve the completion of relevant case documents, presentation and collation of evidence and disclosure material as well as engagement with court process and sanction delivery. You will work closely with senior enforcement managers, coastal officers and the MMO Legal Team, to ensure that investigations are completed within timescales and to a high standard. You may also need to attend court hearings as necessary.
Accountabilities and responsibilities
- Conduct criminal investigations into suspected offences in accordance with national criminal procedural rules. Gathering and analysing evidence in order to build prosecution files and conducting PACE interviews
- Interpretation of marine environmental legislation
- Working with other MMO officers and teams in the gathering of evidence
- Ability to plan, prioritise and control workloads and deliver results to agreed timescales.
- Involvement in developing the MMO’s investigative skill sets across teams, including the development of guidance within the MMO
- Awareness of health and safety issues in relation to investigations, in particular searches and interviews.
- Involvement (after training) in the conduct of searches, surveillance and other operations as necessary and in accordance with PACE and Regulation of Investigatory Powers Act (RIPA).
- Supporting change projects to further and enhance MMO’s enforcement capability
- Quality assurance of evidential material
Key Experience for the Role
Essential
- Experience in a regulatory or investigative role
Desirable
- Knowledge of the UK legal system
- Good knowledge of environmental protection regulatory regimes
- Working as part of a team and collaboratively on cross-team projects.
- Knowledge of the UK fishing sector or the Marine Environment.
- Worked as a warranted Marine Enforcement Officer or comparable enforcement role.
- Knowledge and experience of working in areas relating to the marine environment and commercial fishing, including experience of interpreting legislation.
- Experience conducting complex investigations, using a wide range of investigative techniques
- Experience in fraud investigations
