An exciting opportunity has arisen for an experienced and highly motivated professional to join our Parking Enforcement Service as a Senior Parking Investigations and Removal Officer.

This is a key leadership role responsible for managing complex parking fraud investigations, vehicle removals, Blue Badge enforcement, persistent evader activity, and car pound operations. The successful candidate will supervise a team of officers while ensuring the effective delivery of enforcement and investigative services in accordance with legislation, Council policies, and operational procedures.

You will work closely with the CCTV & Parking Investigations Manager to deliver a high-performing enforcement service, reducing fraud and protecting public resources. You will lead investigations into Blue Badge misuse, permit fraud, forged and stolen documents, and other parking-related offences.

A significant aspect of the role involves conducting investigations, gathering evidence, preparing prosecution files, and representing the Council in legal proceedings where required.

Special requirements for this post

• Experience conducting investigations and enforcement activities.
• Excellent report writing and statement writing skills.
• Experience preparing evidence bundles for legal proceedings.
• Knowledge of the Traffic Management Act 2004, Disabled Persons' Parking Badges Act 2013, Fraud Act 2006, PACE, CPIA and relevant court procedures.
• Strong communication and interpersonal skills.
• Experience supervising staff and managing workloads.
• Competence in using Microsoft Office applications, databases, and spreadsheets.
• A full UK driving license.

About you

We are seeking a proactive and confident individual with experience in:

• Conducting investigative interviews with members of the public and witnesses.
• Carrying out Interviews Under Caution in accordance with PACE and relevant legislation.
• Gathering, assessing, and presenting evidence for enforcement action and prosecution.
• Writing clear, accurate, and comprehensive witness statements, interview records, investigation reports, and prosecution case files.
• Preparing legal documentation and working within court deadlines.
• Supervising and motivating staff to achieve service objectives and performance targets.
• Managing complex and sensitive investigations involving fraud, Blue Badge misuse, permit abuse, and persistent parking offenders.
• Liaising effectively with Legal Services, Police, contractors, and other enforcement partners.
