The Office for Investment (OfI) is the Government’s investment promotion organisation for the UK. It operates at the heart of government, as a joint unit of HM Treasury, 10 Downing Street, and the Department for Business and Trade, to unlock the private investment which will be the foundation of the Prime Minister and Chancellor’s commitment to growing the economy and decarbonising our industry and infrastructure. ​

The OfI is now expanding to reflect the urgency of those missions under the leadership of the Minister for Investment, within the new framework set by the Industrial Strategy and the Government’s Five Missions. As part of this, it will now play an even more central and proactive role supporting departments and their Secretaries of State to partner with the world’s leading companies, influence boardroom decisions on the allocation of global capital, and improve the competitiveness of the UK’s regulatory environment.

Job description

  • Lead the OfI’s approach to mobilising high-value impact‑driven and philanthropic capital, providing commercial insight and an expert understanding of emerging trends and opportunities across the domestic and global impact investing landscape. ​
  • Advise Ministers, senior officials and cross‑government partners on unlocking high‑impact investment and international philanthropy opportunities. Deliver a bespoke, solutions‑focused service that accelerates investor engagement with key stakeholders—Ministers, regulators, agencies and delivery bodies—removing barriers and enabling swift, commercially‑credible decision‑making.​
  • Identify, assess and originate high-value impactful investment and philanthropic partnerships, working with the Office for the Impact Economy in the Cabinet Office, No10, other government departments, and the wider impact and philanthropic capital community. ​
  • Champion commercially robust investment opportunities that align with the Department for Business and Trade’s strategic priorities, and guide government teams on structuring and progressing credible propositions that attract major impact‑focused capital holders.
  • Act as the OfI’s lead adviser on the impact capital ecosystem—spanning impact asset managers, philanthropic foundations, family offices, and market intermediaries. Bring deep, current market knowledge to shape policy development, challenge assumptions, and ensure that the needs and expectations of impact investors are fully embedded in government strategy.​
  • Build and sustain high‑value relationships with senior decision‑makers within the world’s leading impact capital holders. Serve as a trusted adviser, unlocking access at No10, HM Treasury, and Ministers, and helping investors navigate the UK system with clarity and confidence.​
  • Provide inspirational leadership across the OfI, and set direction, drive delivery discipline, and operate with commercial rigour and a sharp focus on measurable outcomes. ​

Person specification

Essential Criteria

  • Extensive Impact Investing Expertise and strong commercial acumen - Deep knowledge and hands‑on experience of impact investing and/or philanthropic capital deployment, with a sophisticated understanding of how major global impact investors assess opportunities, structure deals, evaluate risk, and measure impact. And a proven ability to shape strategy, identify viable investment propositions, and provide credible commercial advice to senior leaders across government and business.​
  • High-Impact Relationship Builder - Demonstrated ability to cultivate strategic relationships with c‑suite executives, leading philanthropists, global impact investment institutions, and senior public‑sector stakeholders—commanding respect, trust and influence at the highest levels. The ability to exert influence in the absence of positional power, and get things done without ego or levers. ​
  • Credibility with Business Leaders and Exceptional Communication Skills - The role holder should bring a range of senior contacts in this space to the role. The successful candidate will have outstanding communication skills, be able to synthesise complex situations to diverse audiences, and articulate compelling narratives to investors, Ministers, business leaders and senior officials.​
  • Experienced Senior-Level Operator - Confidence and judgement to work directly with Ministers, senior officials and external leaders, adapting messaging and approach to shifting priorities and operating effectively in fast‑moving, politically sensitive environments.​
  • Expert Team Builder and Inspirational Leader - Experience of building, leading and motivating high‑performing teams, with experience in a senior leadership role - setting clear direction, developing talent, and creating a culture of excellence, delivery discipline, and collaboration across organisational boundaries.​
